BALADI CAP is a five-year, technical assistance program funded by USAID/Lebanon that advances the institutional capacities of Lebanese civil society organizations (CSOs) and municipalities/unions to improve the delivery of services to local citizens.

Position Summary:
MSI is seeking candidates for the full-time/long-term position of Senior Program Administrator to assist the chief of party (COP) and technical component leads in providing program administration, coordination, compliance and oversight of BALADI CAP's three (3) program components to ensure that project activities effectively and efficiently meet program goals and objectives in a timely manner.
Responsibilities:
- Assist the COP and technical component leads in supporting administration and oversight of the three program components being implemented under BALADI CAP (CBC – CSO Capacity-Building; CEDG – Municipal Capacity-Building; and CEI – Three [3] Advocacy Issue Networks [Environment Protection; Human Rights; and Good Governance and Accountability]).
- Ensure effective, efficient and timely implementation of project activities, working in close coordination and cooperation with component technical leaders and relevant staff, including through regular coordination meetings with and between components to identify synergies and leverage resources, monitor implementation of Work Plan activities and achievement of PMEP targets, and meet USAID and MSI reporting and compliance requirements.
- Assist the COP and technical component leads in the drafting of Quarterly Programmatic Reports, annual Work Plans, and any other required deliverables or internal reporting requested by USAID or MSI.
- Work closely with the technical component leads, the Senior Communications Specialist, and partners to identify lessons learned and demonstrated impact of project activities and achievements to aid in effectively promoting the project to USAID and stakeholders, as well as on BALADI CAP's various online and social media platforms.
Qualifications:
- Bachelor's degree in political science, public administration, public policy, CSO management, or related fields; master's degree is preferred.
- Minimum of five (5) years of professional experience in high-level project management in relevant programming sectors.
- Demonstrated excellent project management skills and knowledge.
- Previous experience working with Lebanese civil society organizations and/or municipalities is a plus.
- Demonstrated leadership and experience working effectively as part of a team.
- Strong organizational skills with high-level attention to detail.
- Excellent communication skills (oral and written).
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Fluency in English and Arabic language (oral and written).
