Project Summary:

The USAID Legal Professional Development and Anti-Corruption activity (LPAC) is five-year project implemented by Checchi and Company Consulting and consists of two components. The first component directs capacity building to the four key Liberian justice sector institutions that educate, regulate and inform legal professionals. The second component, under a sub-contract with MSI, supports the Liberian Anti-Corruption Commission (LACC) and associated Government of Liberia entities in their efforts to investigate and prosecute corruption cases, supports enhancing organizational structures and systems of the LACC, promoting education, outreach and prevention activities, and assists the LACC in its anti-corruption leadership and coordination roles.

Position Summary:

MSI seeks an international consultant to train officers of the LACC Investigation Division in foundation law enforcement concepts of the analysis and collection of evidence in an investigation, including the illustrative use of those concepts in the particular task of the lawful observation of persons of interest in an investigation. The training will be compliant with the lawful and ethical employment of collection and analysis according to local and international laws and best practice. The training has two parts. The first part will focus on the foundation concepts of evidence collection, assessment and analysis in regulatory and law enforcement operations; and the second part will focus on the lawful and ethical observation of persons of interest for the purposes of the investigation. The topics covered in the first part of the training will be the fundamental concepts of collection and analysis, the collection of evidence including the varieties of sources of evidence and of collection operations, principles of analysis and assessment, reporting the product, and operating in a team environment. The second part of the training will consist of the following: planning and preparation of observation operations, risk assessments, management, briefing and debriefing, technical aspects such mobile observation, night operations and static observation, codes of practice and ethics, and report-writing.

The consultancy will last about two weeks: one week for research and planning, and one week in Liberia. The training should take 5 days for about 15 to 20 LACC officers.

Responsibilities:

  • Develop detailed training curricula for approximately 40 hour course.
  • Assemble handout materials for the training including training slides, reading materials, exercises, reference materials and links for on-line resources, etc.
  • Deliver training to about 15 to 20 participants over the course of 5 days.

Qualifications:

  • At least 10 years of experience of investigations particularly in law enforcement evidence collection operations.
  • Graduate level degree in law, criminal justice or other relevant discipline preferred.
  • Experience with delivering training programs in similar areas.
  • Experience working in Africa preferred.
  • Experience working with USAID or another donor program is preferred.
  • Fluent English language is required with strong oral and written communication skills.
