Proposal Summary:
Management Systems International (MSI) is intending to submit a proposal to USAID/Egypt to upgrade the effectiveness of public financial management, improve fiscal management, budgeting and expenditure control, and promote greater budget efficiency, transparency and accountability.

Position Summary:
The public investment expert reports to the team leader, is expected to provide technical knowhow and provides advisory services and training to Egyptian government officials to enhance their management practices of public investment funds on the macro and project levels. This is expected to be a 5-year project and the assignment is for a full time position.
Responsibilities:
- Work with the Ministry of Finance, Ministry of Planning, line ministries and other government officials to map the public expenditure cycle and identify areas of improvements.
- Develop action plans and tools to address weakness in the capital investment cycle.
- Work with Egyptian counterparts to implement improvements at the national level and at the entity level.
- Work with planning authorities in Egypt to ensure that government entities are proposing projects based on identified needs and sound economic and social benefits.
- Work with the Ministry of Planning and Ministry of Finance to enhance the approval formulas and selection of projects process to guarantee that limited funds are producing the highest return on investment.
- Work with implementing line ministries to enhance their implementation capacity to ensure that projects are implemented on time and within the budget.
- Work with monitoring authorities such as Ministry of Planning and Ministry of Finance to ensure that projects are properly monitored and data collected about these projects is adequate and accurate to produce periodic reports to decision makers.
- Carry out training of trainers and capacity building programs for Egyptian government officials.
Qualifications:
- Graduate degree in finance, engineering or relevant fields with a minimum of 10 years of progress experience with the following skills:
- Ability to analyze complex situations and provide sound advice.
- Ability to work with government officials with diplomacy and professionalism.
- Ability to analyze data and generate reports.
- Ability to train other and work with multiple teams.
- Proficiency in Arabic and English.
