Project Summary:

MSI Performance Monitoring and Evaluation Project (PMEP) is seeking a Team Leader to participate in the mid-term performance evaluation of the Integrated Rural Program to Improve Nutrition and Hygiene in Mali. The program aims to improve the nutritional status of women, and children under two years of age through the implementation of integrated water, sanitation, hygiene and nutrition activities at the community level. This mid-term performance evaluation is intended to identify needed improvements in the current program as well as to inform the design of future nutrition, water, sanitation and hygiene (WASH) programming.

**Please note: Only citizens of Mali are eligible for this position.

Position Summary:

The Team Leader will be responsible for providing technical leadership in designing and implementing the evaluation, analyzing the data, and writing the final report. The Team Leader/Evaluation specialist will hold regular meetings with both the project team, and USAID/Mali staff throughout the evaluation. The team leader will be based in Bamako, Mali with travel to the regions required.

Qualifications:

  • Master's degree in evaluation, social science, business administration, nutrition, public health or related area.
  • Minimum of 10 years of experience in the evaluation of development programs in Africa, prior experience as a team leader preferred.
  • Experience in nutrition, agriculture, and WASH projects in developing countries.
  • Experience leading an external evaluation of a USAID project strongly preferred
  • Demonstrated technical expertise in evaluating health programs
  • Strong leadership, analytic, management, and organization skills. Ability to interact with a broad range of partners including international organizations, host country government officials and NGO counterparts.
  • Demonstrated ability to produce high-quality documents that assess the effectiveness of the theory of change and effect of various components in achieving program goals.
  • Excellent knowledge and experience in the use of at least one analytical software such as SPSS, EpiInfor, STATA, or SAS is required. Experience with Atlast.ti, NVIVO, or MAXQDA is a plus.
  • Written and spoken fluency in French and English is required.
