Project Summary: **
The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, including assisting the Mission in complying with new requirements under USAID Forward. The project includes monitoring and evaluation technical support to the Mission for performance management at all levels as well as support to assessments, analytical research, and related services required for new project designs, sector strategies, and broader strategic revisions. The Reading and Math Enumerator will participate in a Rapid Education Risk Analysis (RERA), which is an exercise that offers a more in-depth view into the community-level dynamics of conflict and how they interact with education and other basic services. The RERA therefore will assist the Mission in reaching decisions related to future programming in the education sector. As part of the RERA, MSI is responsible for conducting reading and math assessments for children in Grades 2 and 4 in the 3 Protection of Civilians (POC) sites within Juba, as well as 2 non-POC urban schools and 2 non-POC rural schools in the area. Eight pupils will be selected from these 10 schools for a total of 80 pupils.
Position Summary:
Under the direct supervision of the team leader, the reading and math enumerator will be responsible for translating and piloting assessment tools as well as conducting pupil assessments in all 10 schools. The draft tools have already been developed by MESP specialists. The tools will be individually administered to the pupils in the schools using paper and pencil methods. It will take approximately 30 minutes to assess each pupil. The enumerator will participate in preparation and training, field data collection, and presentation of initial findings.
Responsibilities:
- Translate math and reading assessment tools from English into Bari or relevant language
- Participate in training of the data collection team.
- Pilot the reading and math assessment tools and adjust as needed.
- Participate in scheduling data collection visits as needed.
- Carry out data collection in 10 schools in and around Juba.
- Collaborate with MSI Home Office personnel to design and manage data entry.
- Participate in daily debriefs on data collection with the team leader.
- Prepare regular report updates.
- Work with the team leader in preparing and managing briefings/oral presentations.
- Participate in presentations as requested.
- Draft report sections as requested.
- Perform any other duties that may be assigned.
Qualifications:
- Bachelor's degree required; master's degree or above preferred.
- Minimum two (2) years of teaching experience at the primary or secondary education level.
- Some experience with assessment and survey instrument development and implementation.
- Fluency in English required; reading and speaking fluency in Bari or Nuer required.
- Strong interpersonal skills; demonstrated professionalism.
- Cultural, gender, religious, race, nationality and age sensitivity and adaptability.
- Solid communications skills (written and oral) with team members.
- Ability and willingness to travel to select areas as requested.
- Demonstrated openness to change and ability to manage complexities.
- Respond positively to critical feedback and differing points of view.
