Project Summary: **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives .

Position Summary:
MSI is recruiting for a full-time Administration Manager. The Administration Manager is responsible for effective planning and management of all administrative and logistical functions of PERFORM in Pakistan. S/he will coordinate and manage day-to-day administrative and logistical support for all technical activities. S/he is also expected to provide strategic input for effective planning and management of all project activities. The Operations Manager will report directly to the Deputy Chief of Party (DCOP).
This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.
Responsibilities:
- Work closely with the Procurement Officer to ensure all goods/services procurements are in full compliance with MSl's procurement policies and procedures.
- Monitor and review all travel related purchase requests, purchase orders and payment requests.
- Manage PERFORM's Purchase Request (PR) system to ensure timely procurements and payments, and conduct inclusive training sessions for all users.
- Oversee and manage the inventory control system and records, in accordance with MSl's property management plan.
- Keep track of all leases, inventories, and conduct periodic property physical verification and assets counts.
- Ensure that all office equipment, furniture, and assets are safe and in remain in working condition.
- Training and capacity building of administration staff to assume their increasing roles and responsibilities.
- Oversee the PERFORM fleet management.
- Conduct orientation sessions for technical LTTA and STTA staff on PERFORM's administrative policies and procedures.
- Serve as the point of contact for the key vendors and service providers.
- Review and recommend changes to field administrative policies and procedures; and ensure full adherence to all MSI policies and systems.
- Work closely with the DCOP and Finance Director to ensure that PERFORM activities are in full compliance with USAID policies, procedures and regulations.
- Contribute to MSI and USAID program reporting requirements.
- Ensure that the most reasonable, fair, prompt, and appropriate procurement choices are made.
- Provide administrative and logistical support to project activities to meet goals, timelines, and deliverables.
- Assist the technical teams preparing field activity budgets, and track their actual vs. budgeted expenditures.
- Hold meetings with the technical teams to identity their program support needs.
- Manage the field travel and lodging arrangements for PERFORM staff and visitors, and maintain a tracking system for travel related expenditures.
- Serve as a focal point for arranging events, workshops, and training activities.
- Ensure full compliance with USAID tax exemption guidance through timely and appropriate submission of exemption request packages.
- Liaise with home office project managers on administrative issues whenever needed.
- Other tasks as assigned by supervisor.
Qualifications:
- University degree, preferably in management science with a minimum of eight (8) years of relevant experience is required.
- Previous experience in a managerial role is preferred.
- Experience with USAID funded projects required.
- High degree of professionalism, adaptability, and accountability.
- Highly organized with keen attention to details, and has ability to prioritize multiple tasks.
- Strong sense of responsibility, with the ability to carry out tasks with minimum supervision.
- Strong command of Microsoft Word, Excel, PowerPoint, and Outlook required.
