Position Summary:

The Grants Specialist will be responsible for ensuring consistent and high-quality implementation of the Lebanon Community Resilience Initiative activities in coordination with the Program Development Officer (PDO), Field Officer and Procurement Specialist as part of a dynamic activity implementation team. The position is located in Beirut.

Responsibilities:

Grant Tracking and Liaising with Grantees

  • Ensure effective liaison between project staff and grant recipients; provide project grant recipients with technical advice and assistance in areas such as financial management, and financial sustainability, procurement requirements and implementation planning.
  • Liaise with communities within the area of responsibility to assist the PDO with the development of projects and guide the implementation of projects; develop and maintain friendly, open, and professional relationships with local counterparts, LCRI beneficiaries, and other international organizations as well as local and national authorities.
  • Provide weekly updates on grant implementation to the rest of the program team.
  • Actively contribute to information sharing within LCRI.
  • Review with the support of the PDO all grantee deliverables for the final approval by the Chief of Party.

Manage and Track Activity Finances

  • Create and edit budgets for grant agreements in coordination of the PDO
  • Track any changes in the financial needs of an activity and modify budgets as necessary using the activity database
  • Ensure proper negotiation of the terms and conditions for sub-grants (both cash and in-kind) and review and analyse budget estimates (for cash or in-kind grants) for allocability, reasonableness and consistency.

Ensure Activity Compliance and Documentation

  • Under the direction of the Deputy Chief of Party and Grants Manager, ensure full compliance with the policies, practices and procedures relating to all aspects of grants discussed in the Activity Manual. This includes specific procedures relating to grant development, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs.
  • Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with United States Agency for International Development (USAID) and MSI requirements, procedures and best practices. Documentation required will include items such as grant activity forms and branding and marking plans.
  • Complete excluded party verifications and Negotiation Memos.
  • Ensure the use of the Environmental Mitigation and Monitoring Plan for all grant activities.
  • Maintain accurate and timely program and grant documentation in electronic, hard copy and back-up copies, and ensure that completed grants are closed in a timely way according to deadlines.
  • Support the maintenance of data quality in the LCRI Activity Database, promoting the accuracy, consistency and completeness of activity data.
  • Support the M&E Specialist with data collection, as needed, and with contributions to the final evaluation reports.

Minimum Qualifications:

  • One to two years' experience with grants or procurement on development projects or as a project manager.
  • Proven ability to maintain professional relationships with local counterparts, beneficiaries, contractors, suppliers, other international organizations as well as local and national authorities.
  • Task and detail oriented and able to work independently and within a team to meet deadlines.
  • Excellent organizational skills and the ability to handle multiple priorities in a fast-paced environment.
  • Fluency in English.
  • Experience working in such roles with USAID projects, specifically OTI, is highly desirable.
