Proposal Summary:
MSI is currently seeking applications from qualified candidates for potential long-term and short-term technical staff positions for an anticipated five-year USAID funded justice and security project in Honduras. This anticipated project is intended to promote rule of law through more effective and accountable judicial institutions, promoting human rights, engaging citizens in policy-making processes, creating mechanisms for alternative dispute resolution, community policing, and working with civil society organizations to serve as watchdogs over justice and security actors.
Position Summary:
MSI is seeking an experienced Chief of Party (COP) to provide overall technical, financial and administrative management and oversight for the project to ensure timely implementation of all project activities. The COP is also responsible for leading coordination and communication with all Honduran stakeholders, including government agencies, justice sector institutions and civil society organizations, as well as maintaining accountability and reporting to USAID.
Responsibilities:
- Provide overall strategic vision and technical guidance to implementation of all project activities, including leadership in making key decisions and problem solving to ensure program integrity.
- Oversee management of the overall project, including administrative, financial, operations and technical.
- Serve as MSIs representative to USAID and primary liaison to Honduran government stakeholders, including relevant ministries, justice and security sector institutions, and related agencies.
- Ensure effective performance and smooth integration of all components of the project, including quality control, reporting and compliance with USAID regulations and MSI policies and systems.
- Oversee annual project work planning and establish procedures to evaluate and measure the projects progress against the work plan and M&E plan.
Qualifications:
- Masters or Doctorate Degree in law, political or social sciences, criminal justice, or a related field with at least 15 years of experience in the implementation and management of international development projects.
- A demonstrated track record of progressively responsible experience managing complex project portfolios, including justice sector activities.
- Prior experience in implementing Rule of Law programs in Latin America is required, with experience working in Honduras strongly preferred.
- Proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short-term international and local consultants.
- Recognized ability to establish strong working relationships with officials at all relevant levels of host country government and international institutions and donors.
- Strong financial management experience, including budgeting, tracking, reporting, accounting, and procurement.
- Experience with activity design, development, and implementation.
- Fluency in spoken and written English and Spanish required.
