Proposal Summary:
The goal of the Solutions for Peace and Recovery (SPR) program, to be implemented in eastern DRC, is to increase social cohesion through inclusion of women and marginalized groups. SPR will also provide USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace, prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.
Position Summary:
MSI is seeking applications from qualified Operations Manager candidates with expertise in civil society, conflict mitigation, and gender activities. The Operations Manager is responsible for all operational functions of the program, ensuring compliance with all USAID rules and regulations. S/he should plan to spend significant time traveling in eastern DRC assisting with activity start-up as well as continuous monitoring throughout the life of the activity, particularly management of Grants Under Contract (GUC).
Responsibilities:
- All operations including but not limited to administration, logistics, procurement, and property.
- Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the contract, including:
- Monitor grantee worthiness, ensure that all procurement processes are perceived as transparent by beneficiary communities, assure fair and transparent procurement processes in coordination with the Financial and Compliance Manager, and monitor grant implementation.
- Assure that the most reasonable, fair, expeditious and appropriate procurement choices were made.
- Supervise the Contractor's day to day field presence in the areas of operations (including the activity facilities such as office space, equipment and activity vehicles), administration, logistics, and procurement.
- Handle all human resource issues; supervise the day ? to-day implementation of all grants made under the program; and investigate and identify new ways of achieving activity efficiencies.
Qualifications:
- Bachelor's degree in international development, political science, international relations, public/business administration or relevant field.
- 7 years of work experience with progressive responsibility, including:
- Working with a contractor or international NGO managing an office or activity of similar scope and scale;
- Leading diverse teams in fragile or transitional environments;
- Working on donor-funded activities in a related role with demonstrated supervisory experience.
- Demonstrated ability to work in complex, politically charged, unstable environments, and work across different cultures.
- Experience in DRC or Great Lakes region of Africa and post conflict environments preferred.
- Previous grant management experience is required.
- Professional level oral and written skills in English, and proficient oral and written skills in French required.
