Project Summary: **
For the Colombia Evaluation and Analysis for Learning (EVAL) M&E support project, MSI delivers impact and performance evaluation and assessment services for programmatic learning throughout Colombia.
Position Summary:
The Evaluation Expert shall be responsible for leading the design and implementation activities for all impact and performance evaluations, and for consulting with and advising the broader team for all assessments and special studies.
Responsibilities:
- Work with the COR and other USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks.
- Take the lead in working with other EVAL team members and with subcontractors and consultants to develop the evaluation work plan and necessary field strategies, oversee the management of field teams, monitor the progress of data collection, and liaise with USAID and coordinate with any contracted experts during fieldwork.
- Troubleshoot issues as they arise during the evaluations, ensure the timely advance of project deliverables, and be the lead analyst for interpreting the results of surveys and other field data and be responsible for draft and final report preparation.
Qualifications:
- A Master's Degree in social sciences, statistics, or related fields.
- At least ten years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. At least three of these years should be in Latin America.
- At least five years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis.
- Excellent ability to write to USAID audiences, with appropriate concise and use-oriented style (findings, conclusions and targeted recommendations).
- At least five years of experience leading evaluation teams, or research teams.
- Experience leading and designing impact evaluations.
- Excellent team management, including working with and leading subcontractors (both individuals and firms).
- Outstanding interpersonal and intercultural skills.
- Fluency in spoken and written English and Spanish.
