Proposal Summary: **
The goal of the Solutions for Peace and Recovery (SPR) program, to be implemented in eastern DRC, is to increase social cohesion through inclusion of women and marginalized groups. SPR will also provide USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace, prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.

Position Summary:
The Finance and Compliance Manager will support the Chief of Party and project management team in overseeing all financial management and internal control and financial compliance aspects of the project in accordance with USAID and contractor regulations.

Responsibilities:

  • Oversee the day-to-day financial management and accounting of the activity at the field level.
  • Maintain and manage field accounts, in coordination with contractor (HQ).
  • Prepare and track project budgets and budget projections.
  • Review vouchers and payment requests, including proper back-up documentation to ensure compliance with contractor and USAID policies, procedures, rules and regulations.
  • Manage procurement of project supplies, services, and other items in accordance with USAID rules and regulations; ensures that project assets are properly labeled, inventoried, maintained and disposed of as necessary.
  • Ensure continuous liquidity for the activity and timely payments to staff, consultants, and vendors.
  • Calculate and issues payroll; calculates and submits payroll taxes to the proper host country authorities.
  • Maintain complete, accurate and timely financial records in compliance with USAID and contractor policies and procedures; prepares and submits required financial reports as directed and in a timely manner.
  • Manage project bank accounts, reconciles monthly accounts and bank statements; submits receipts and invoices to HQ and USAID as required.
  • Coordinate with contractor's local legal and accounting advisors; serves as liaison between local external auditing authorities and the contractor headquarters.
  • Set up and oversee management of field office financial filing system (both paper and electronic), in coordination with contractor HQ.

Qualifications:

  • Master's degree (or foreign equivalent) in Business, Finance, Accounting or a similar relevant field. A master's degree may be substituted by a bachelor's degree and at least 12 years' experience in financial management on similar sized donor-funded projects, with demonstrated experience in funds control, monitoring of fraud and abuse and demonstrated success in managing sub-contracts/sub-grants with international consortiums including local organizations and NGOs.
  • 7 years of experience, of which at least 5 years' overseas experience in financial management of similar size of donor-funded projects.
  • Experience in the African region, West/Central Africa and DRC or other fragile and conflict affected countries is preferred.
  • Demonstrated ability to work in complex, politically charged, unstable environments, work across different cultures.
  • Professional level oral and written skills in English and proficient level oral and written skills in French required.
