Project Summary: **

The Legal Professional Development and Anti-Corruption Program (LPAC) is a five (5) year funded activity working in partnership with the Government of Liberia (GOL) to provide capacity building, technical assistance and mentoring support to Liberia's James A. Pierre Judicial Institute; Lewis Arthur Grimes School of Law; Liberian National Bar Association; Liberia Legal Information Institute (LiberLII); and the Liberia Anti-corruption Commission (LACC).

Position Summary:

This is a technical staff position working primarily with LPAC's Senior Anti-corruption Advisor to support capacity building of LACC to carry out its anti-corruption prevention activities, training programs, communications strategies, and public outreach and community education programs. The individual will also support planning, communications, coordination, and educational program activities for LACC engagements with GOL justice and public sector ministries, agencies and departments, the public and the media. In line with USAID guidelines regarding “*prohibitions against the practice of law in Liberia”,* position activities will be limited to providing expert technical advice and institutional capacity building for LACC anti-corruption programs and activities. No “practice of law” or “teaching of laws” is authorized.

Responsibilities:

Under the direct supervision of LPAC's Anti-Corruption Senior Advisor, Education and Prevention Specialist will be engaged in capacity building, training, program coordination, public relations, and community outreach activities as following:

  • Support LACC's development and implementation of anti-corruption programs and training activities.

  • Support LACC's development and implementation of standard operating procedures.

  • Support LACC's public and media engagement strategies and outreach programs.

  • In coordination with LPAC's Anti-Corruption Coordination Specialist, support (1) LACC's civil society coordinating and information-sharing mechanisms to fight corruption; and (2) LACC engagements with civil society and businesses through national bodies like the National Integrity Forum and Liberia's National Anti-Corruption Steering Committee.

  • Working with LPAC Anti-corruption Senior Advisor, support LACC efforts to develop and sustain an Anti-corruptions Complaint Management System.

  • Support LACC anti-corruption training and education engagements/programs with GOL ministries, US government and international donor programs, and civil society stakeholders.

  • Support LACC efforts to assist GOL ministries, agencies and commissions to coordinate and implement anti-corruption prevention and transparency programs and activities.

  • Support development of LPAC M&E objectives, reporting and deliverable requirements.

  • Other activities as required by LPAC management and advisors staff.

  • The Educat ion and Prevention Specialist reports to, and is directly supervised by LPAC's Anti-Corruption Senior Advisor, and in his absence, by the LPAC Investigations and Prosecutions Specialist. The Education and Prevention Specialist will also report and communicate regularly on programmatic matters with MSI/HQs Technical Director.

Qualifications:

  • Bachelor's degree in communications, education, management/administration and/or law is required.

  • Minimum five (5) years' experience working in fields of legal administration; journalism; community outreach; public affairs; communications; meetings/client management; curriculum development; and/or conducting education programs is required.

  • Experience working on USAID or other international donor programs is helpful, but not required.
