Project Summary: **
Colombia Transforma is a program financed by USAID/OTI. Transforma provides support strategically aimed at achieving sustainable peace in Colombia. The initial goal will be to strengthen the institutional capacity of the Colombian government to implement rapid response during the first 36 months after the signing of the peace accords.

Position Summary
The human resources specialist is responsible for preparing and supporting recruitment and selection of personnel and consultants for Colombia Transforma, as well as developing and implementing a comprehensive plan to strengthen the organizational climate through strategies, tools, and training and by providing teams with support by area and individually. Additionally, this position supports the Biodata analysis process for consultants for technical activities as required. The position reports to the director of operations
Responsibilities
- Develop and implement a comprehensive organizational strengthening plan, taking into account best practices on: a) functions and roles within teams, b) assertive communications and prevention and transformation of conflicts between personnel, c) staff retention and stress management, d) effective work management and occupational health, among others.
- Manage and process personnel recruitment plans for the program as required in an agile and organized manner in coordination with the operations director.
- Conduct initial job orientations and give induction agendas to team members.
- Maintain and promote a culture of communication within the team, developing strategies that encourage a sense of belonging to the program.
- Support and lead human resources management for program staff including identifying and organizing motivation and recognition activities (birthdays, other special dates).
- Provide technical assistance to evaluate the performance of personnel in relation to their functions using the schedules, criteria and mechanisms of the program.
- Facilitate and lead a capacity development plan for team members at a technical and leadership level.
- Actively participate in the implementation of the safety and health management system at work to be developed with the support of the ARL.
- Support program teams in Biodata analysis for the hiring of consultants.
- Develop and implement communication strategies with regional offices to maintain fluid and effective communications.
- Maintain and ensure that the files of the human resources area are up to date and organized.
- Support the Colombia Transforma Program in advising on labor issues as required by law.
- Perform other tasks as assigned by the immediate supervisor.
Qualifications:
- Bachelor's degree in business, organizational development or public administration preferred.
- Minimum five (5) years of experience doing similar work in support of government agencies.
- Experience with USAID or another donor.
- Working proficiency in English.
