Project Summary:
The Mali Justice Project (MJP) is a major USAID initiative to enhance efficiency in the justice sector and increase access to justice and to support the Government of Mali to reduce corruption along the trade corridors. Management Systems International (MSI) leads one of the three components of the project focused on reducing corruption in trade corridors. The component seeks to reduce the level of corruption along the Sikasso-Koury and Sikasso-Heremakono trade corridors and increase trade, develop a reporting system for roadside corruption, and increase education initiatives and public awareness of corruption activities along the trade corridor.
Position Summary:
MJP is planning a study tour to Rwanda for representatives of the government, civil society and the private sector to learn Rwanda's experience and best practices in trade corridor management, promotion of public integrity, and anti-corruption efforts. Rwanda is internationally acknowledged for sound governance and widely seen as successful in implementing sound anti-corruption reforms.
Transparency International-Rwanda (TI-Rwanda) will be assisting MJP in organizing the study tour. MJP seeks a qualified individual to provide short-term technical assistance and leadership to the study tour working in close coordination with MJP staff and Transparency International-Rwanda. The total level of effort for this assignment will be 13 days.
Responsibilities:
The study tour technical coordinator will:
- In collaboration with TI-Rwanda prepare a French-language "briefing book" that provides a profile of all agencies, institutions and organizations that the study tour participants will meet with.
- Advice and oversee TI-Rwanda to ensure that logistical and administrative measures are in place in a timely manner for the arrival of study tour participants.
- Liaise with TI-Rwanda to ensure that appointments/meetings for the study tour participants are arranged in advance and pertinent to the objectives of the study tour.
- Assist in organizing a technical orientation session for participants upon their arrival in Rwanda. The orientation will provide an overview of Rwanda's evolution as an anti-corruption champion in Africa and will familiarize participants with the constellation of agencies and actors that they will be meeting with during their stay in Rwanda.
- Accompany the study tour participants to all appointments and meetings during their stay in Rwanda.
- Provide a summary report/compte rendu to MJP leadership at the conclusion of the study tour.
Qualifications:
- Master's degree or higher in a relevant field, such as law, business administration, economics, international development, or international relations.
- Minimum of five (5) years of relevant experience in anti-corruption, access to justice, and/or economic governance and trade programming, preferably in Mali, West Africa or other comparable countries.
- Understanding of and experience working on the issues of anticorruption and international best practices relevant to Africa and Mali, in particular.
- Knowledge of anticorruption institutions and activities in Rwanda.
- Knowledge and experience working with anticorruption governmental and/or civil society institutions and understanding the gaps in capacity and skills Malians that should be addressed during the study tour.
- Demonstrated experience working with civil society organizations on advocacy and awareness raising initiatives, preferably related to anti-corruption or access to justice issues.
- Prior experience on a USAID or other international donor-funded anti-corruption, government accountability or access to justice project preferred.
- Fluency in written and spoken French and English required.
