Project Summary: **

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking field researchers to be part of a team that will monitor the project activities of the USAID-funded Youth Monitoring Project (YEP). UNDP is the implementing partner (IP) of the project, providing technical training through selected partners to out of work youth to prepare them for employment in the garment industry. The project also provides on the job training for employees working in the garment sector as well as job placement services for the trained out of work youth. The monitoring will be carried out through site visits, and individual and group interviews with training participants, employers, and training institution representatives.

The field researchers will be in all districts of Karachi, which includes Liyari, Landhi, Orangi. Korangi and all other towns of Karachi. The estimated duration of the assignment is approximately fourteen months, from November 2017 through December 2018.

Responsibilities:

  • Participate in an orientation and training session in Karachi to understand the purpose of the monitoring and receive training on the data collection instruments, and data collection and analysis plans.
  • Monitor project activities through observations and site verifications using appropriate tools.
  • Collect high quality data as per the data collection plan and submit the completed instruments weekly to the PERFORM assignment manager.
  • Conduct key informant interviews (KIIs) with stakeholders which may include government officials, Industry representatives, implementing partner's staff, donor staff and beneficiaries.
  • Take comprehensive notes during interviews, and transcribe and translate notes in English in accordance with the required format.
  • Fill out the agreed monitoring checklists during trainings.
  • Participate in data analysis, as and when required.
  • Complete a daily online tracker to update the assignment manager on the monitoring.
  • Coordinate and liaison with the implementing partner's activity managers, and government counterparts, if necessary.
  • Undertake other tasks as assigned by the assignment manager.

Qualifications:

  • Bachelor's degree in social sciences or a related field.
  • A minimum of five (5) years of experience in qualitative and quantitative data collection.
  • Experience of data collection in Karachi, preferred.
  • Proficiency in Urdu and Sindhi is required.
  • Willingness and ability to travel to the field is required.
  • Fluency in written and spoken English.
  • Must be willing to travel throughout Karachi division.
