Project Summary **

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives .

Position Summary
MSI is seeking a Team Leader to lead a team of sector specialists and field researchers to monitor the activities of the USAID-funded Youth Monitoring Project (YEP). UNDP is the implementing partner (IP) of the project, providing technical training through selected partners to out of work youth to prepare them for employment in the garment industry. The project also provides on the job training for employees working in the garment sector as well as job placement services for the trained out of work youth. The monitoring will be carried out through site visits, and individual and group interviews with training participants, employers, and training institution representatives.

The Team Leader will lead a team of sector specialists and field researchers that will collect qualitative and quantitative data on the project through structured observations of training, and individual and group interviews with training participants, training graduates employed in the garment sector, employers, and representatives of training institutions. The Team Leader will lead the development of data collection instruments, data collection plan, data analysis plan and field plan, collect field data, analyze the data, draft the monitoring reports for USAID review, and provide a debrief presentation to USAID following the completion of the monitoring.

The assignment is expected to cover the period from about October 24, 2017 to January 15, 2018.

Responsibilities

  • The Team Leader will manage the activities of the team, drawing on the strengths of individual team members to effectively carry out the assignment.
  • In collaboration with MSI staff and team members, the Team Leader will:
    • Refine the monitoring approach and methods.
    • Develop data collection instruments, a data collection plan, data analysis plan, and field plan.
    • Direct, collect, and analyze primary and secondary monitoring data.
    • Assure data quality.
    • Present results to USAID.
    • Draft the monitoring reports for USAID review.

Qualifications

  • Master's degree in a relevant field and 10 years of professional experience.
  • Demonstrated experience in M&E, research, and team management.
  • Previous work with USAID is preferred.
  • Experience working on youth employment and skills development projects.
  • Strong research and analytical skills.
  • Excellent analytical and personal communication skills.
  • Excellent English writing skills.
  • Experience working in complex and conflict-affected environments. Previous work experience in Karachi is preferred.
