Proposal Summary:
MSI is bidding on an upcoming USAID/Sri Lanka program to strengthen Sri Lankan-? led efforts to build a more inclusive, cooperative, and resilient society to promote longer term reconciliation and peace in Sri Lanka. The activity is in line with the USAID initiative to Support the Sri Lankan Reform Agenda (SSLRA). The anticipated length of the program will be four (4) years and anticipated to begin June 2017.

Position Summary:
MSI is seeking a Deputy Chief of Party (DCOP) who will provide overall technical assistance and support to the Chief of Party in the development and implementation of all technical assistance components of the project, with direct responsibility for the design and implementation of social cohesion project initiatives including, but not limited to, livelihoods, youth, gender, capacity building, peacebuilding and reconciliation.
Responsibilities:
- Provide support to the Chief of Party and technical team with project strategy, implementation, management, client engagement, and coordination between partners, government counterparts, and other implementing partners.
- Coordinate project efforts to promote USAID's Support for Sri Lankan Reform Agenda including relationships with relevant government bodies.
- Manage recruitment and training of project staff and short-term technical consultants, including working with staff to develop long- and short-term scopes of work.
- Oversee administrative management of local subcontracts and grants.
- Ensure compliance with USAID regulations.
- Directly supervise finance and administration, monitoring and evaluation, and communications staff.
Qualifications:
- Master's degree in Conflict Resolution, Peace-building, International Relations, or related field required.
- At least 10 years of experience directly managing multifaceted governance, peace building, reconciliation or community development activities.
- Experience working with local/national government in Sri Lanka
- Proven experience collaborating with a variety of local INGOs, NGOs and CBOs in Sri Lanka.
- Proven experience managing budgets, contracts, and diverse staff.
- Willingness to travel extensively in Sri Lanka.
- Work experience in USAID-funded programs preferred.
- Fluency in English with excellent writing skills required; Proficiency in in Tamil or Sinhala a strong asset.
