Project Summary:
The United States Agency for International Development (USAID), Program Office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) will provide USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.
Position Summary:
The Monitoring and Evaluation Specialist, based in Juba, will report directly to the COP and will supervise a team of M&E officers. He/she will write and oversee the implementation of Task Order Plans (TOPs) and assure the quality of work and compliance with all administrative, non-financial reporting and performance monitoring requirements. He/she will lead the design and delivery of capacity building activities, training, and TA to USAID and its implementing partners as assigned. Working closely with the COP, the monitoring and evaluation specialist will ensure relevance, product quality, and timeliness for all M&E activities and reports.
Responsibilities:
S/he will perform project-related tasks as assigned by the COP including: coordinating the monitoring and evaluation of the Mission's Operational Framework or other strategic plans; support Mission portfolio reviews; assisting with developing and/or revising the Mission Performance Management Plan (PMP) and relevant indicators and data collection systems; conduct data quality assessments in cooperation Mission technical offices; and participate in technical reviews of new and revised activities. Some specific tasks may include:
Data Collection and Analysis
- Design data collection activities in cooperation with USAID technical offices and the M&E team, and train USAID and IP personnel with regard to monitoring and evaluation principles and the development of PMPs as required by the Mission. This includes the development of an inventory of appropriate indicators, composite indicators, and indices to be used by development partners in South Sudan as requested by USAID.
Evaluations, Assessments, and Special Studies
- The M&E Specialist will lead the design and management of analytic work requested by the Mission to support Mission's learning agenda and USAID decisions regarding project adjustments and improvements.Assessments, evaluations, and studies will consider the impact of USAID programs, the validity of development hypotheses, results, unintended impact, progress, stakeholder needs, and lessons learned.
Annual Reporting of Performance and Projections
- The M&E Specialist will collaborate with the USAID technical teams to complete annual reporting of indicators, performance measures, and project targets for out years for priority Mission projects. He/she will collaborate with the Technical Teams to annually update the Mission's Strategic Performance progress indicators and assess the extent to which indicators remain relevant and useful over time.
Performance and Impact Evaluations
- In coordination with the COP, s/he will work with the Mission to review existing plans for evaluations, studies, and assessments to achieve a substantive, practical approach to performance and impact evaluations that is appropriate to the conflict context of South Sudan.In keeping with the USAID Evaluation Policy s/he will work with Mission Technical Teams to identify the larger contextual and relevant questions to be asked and to carry out assessments and evaluations with a priority to learn from experience in the field and improve projects and programs.The M&E Specialist will help each office identify whether and how experimental or quasi-experimental designs might be built into any upcoming programs and whether such designs might be retrofitted onto existing projects.
Gender and Youth Sensitivity and Analysis
- As required by USAID s/he will assist the Mission technical teams to understand the special considerations of USAID programs affecting Gender and Youth in South Sudan and help the Mission understand those considerations to achieve broader inclusion of Gender and Youth in Mission programs.
Deputy Chief of Party
- In the absence of the Chief of Party the M&E Specialist will serve as the Acting COP.
Qualifications:
At least 10 years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
At least five (5) years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects for complex multi-million dollar projects.
A graduate degree in the field of evaluation, international development, or a related technical field.
At least five (5) years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products.
Excellent English writing skills and speaking ability, with significant experience in conflict/post-conflict environments.
