Project Summary:
USAID efforts over the 2014- 2018 period to strengthen devolution in Kenya contribute to strengthening systems, processes and institutions created as a result of the changes to the constitution, especially
related to devolution and building capacities of counties. Key to the strategy is establishing stronger links between citizens and governments, as well as an enabling environment at the county level that supports devolution. USAID Kenya and East Africa (KEA) is providing institutional and capacity-building support via its activity known as Agile and Harmonized Assistance for Devolved Institutions (AHADI).
MSI will carry out a mid-term evaluation of the performance and progress of the USAID/KEA AHADI Project being implemented by the State University of New York Center for International Development (SUNY/CID). The primary purpose of the evaluation will be to inform USAID/Democracy, Governance and Conflict (DGC) and SUNY on how effective AHADI has been in meeting its objectives and to inform possible mid-course alignments to the project.
Position Summary:
The Senior Researcher, together with the team leader, will finalize the evaluation methodology, develop the data collection strategy, instruments, and protocols, direct data collection and compilation, and conduct data analysis.
Qualifications:
- Minimum of a master's degree in any relevant field of social sciences, such as public administration, public policy, social policy, or monitoring and evaluation; or a bachelor's degree with no less than seven (7) years of relevant experience in monitoring and evaluation.
- Demonstrated experience in institutional strengthening, including public sector reforms, decentralization and decentralized and cross-sectoral local service delivery will be an asset.
- Demonstrated skills in qualitative data collection and analysis methodologies.
