Project-Summary: **
The purpose of this anticipated project is to enhance institutional capacity to deter corruption among Serbian accountability institutions, and to support Serbian civil society and media efforts to advocate for anti-corruption efforts. USAID assistance will support strengthening institutional accountability and mechanisms to fight corruption and enhance communication on anti-corruption reforms. The project will also empower a core constituency of anti-corruption reformers to monitor corrupt practices in and actively collaborate with government institutions in fighting corruption.
Position-Summary:
MSI seeks an experienced chief of party (COP) candidates for the multi-year USAID/Serbia Anti-Corruption project. This will be a full-time position based in Belgrade.
Responsibilities:
- Provide technical leadership, overall project management, and quality assurance oversight.
- Supervise project personnel, short-term experts, subcontractors and grantees to achieve and ensure timely implementation of project objectives.
- Develop and maintain effective partnerships with development partners, such as government institutions, the private sector, civil society organizations, media organizations and other stakeholders.
- Oversee fulfillment of all contract delivery requirements, including all reports.
- Oversee internal management of the project, including the budget and performance monitoring and evaluation.
- Serve as MSI's primary liaison with USAID/Serbia, donors, governmental and non-governmental institutions.
Qualifications:
- Advanced degree in public administration, international relations, economics, business administration, law or a related field.
- At least 10 years of experience working in project management in developing countries and demonstrated management and leadership skills working with large and complex programs.
- At least five (5) years of technical expertise in anti-corruption reforms working with the governmental and non-governmental institutions; related regional work experience is strongly preferred.
- Prior experience as COP or in an equivalent role for USAID projects highly preferred.
- Demonstrated strong leadership, management, resourcefulness and integrity.
- Fluency in English (speaking, writing, and reading) is required; proficiency in Serbian is desired.
