Proposal Summary: **

MSI is preparing a proposal for a grant funded project to assist 20 countries in self-assessing their ability to measure progress in agriculture and rural development and report against the UN's Sustainable Development Goal (SDG) indicators. The grant calls for the implementer to modify the CAPScan tool, originally developed to help countries self-assess their ability to manage for development results and measure progress on development. The grant provides funding to modify the CAPScan tool focusing on measuring progress in agriculture and rural development. MSI is seeking a specialist in agriculture and agricultural statistics to aid in the customization of the self-assessment tool.

Position Summary:

The Agricultural Statistics Expert will assist the project team in revising the CAPScan tool to focus on a country's progress in being able to effectively measure the SDG indicators related to agriculture and rural development. S/he will conduct telephone/skype interviews with IFAD experts and staff of Ministries of Agriculture and other related rural development Ministries in developing countries regarding the challenges they face in measuring the relevant SDG indicators. S/he will also analyze the quality of data and methodologies used by a sample of developing countries in reporting against the relevant SDG indicators.

Qualifications:

  • At least 15 years' experience working on agriculture development issues in developing countries.
  • Strong knowledge of agricultural and rural development statistics used in SDG indicators and the methodologies used to collect those data.
  • Experience advising developing country governments on the collection of agricultural/rural development data preferred.
  • Advanced degree in agricultural economics or a related field preferred.
