Project Summary: **
The U.S. Agency for International Development (USAID)/Kenya and East Africa (KEA) has requested KSP to conduct Phase I of their Development Objective 1 (DO1) evaluation. The purpose of this evaluation is to inform USAID/KEA management regarding its devolution-related activities for the remainder of the current CDCS. More specifically, the evaluation is designed to test USAID's DO1 theory of change by assessing the effect of its interventions to date at the national, county and citizen levels and offering insights for any needed mid-course corrections in prioritization, planning and programming implementation. The evaluation will not seek to measure progress towards the objectives of individual DO1 awards or activities, but rather will take a broader view of the overall effect of USAID support in the implementation of devolution in Kenya since the adoption of the current CDCS in May 2014.
Position Summary:
Under this task order, MSI's Team Leader shall lead the DO1 Phase I evaluation including data collection (attending and observing selected KIIs conducted by the two sub-teams), provide guidance to the teams as needed to improve interview techniques and content, continue to play this role when the teams travel to the counties for case study data collection, primarily checking on interview notes remotely from Nairobi, but also including observation and support to the data collection teams in at least two counties (one per team).Other tasks include desk review of all relevant secondary documents (e.g. the Kenya constitution, County Integrated Development Plans, etc.), data collection and analysis, lead development of and presentation to USAID/Kenya, and lead report writing. The period of performance of this task order is estimated to be from mid-January to late-June 2016, including nine to twelve weeks in Kenya approximately from late-January to mid-May 2016.
Responsibilities:
The main objective of this DO1 Phase I evaluation is to inform USAID/Kenya management regarding its devolution-related activities for the remainder of the current CDCS.
To achieve this, the team leader will:
- Provide leadership/guidance on all stages of the evaluation process (planning, execution and management).
- Finalize the evaluation design and sampling strategy.
- Develop the data collection instruments.
- Lead the desk review of relevant documents, any quantitative secondary data analysis, and qualitative data collection.
- Lead data analysis (by constructing the coding system and data analysis framework).
- Be liaison contact person for all team members with MSI/KSP.
- Provide periodic updates for the Mission and lead evaluation team debriefings (in person or remotely) at the end of each data collection week.
- Facilitate the study validation and presentation to the client (USAID).
- Lead the report writing based on the approved standards and guidelines for USAID evaluations.
- Be responsible for the evaluation report.
Qualifications:
- 10+ years of experience conducting evaluations and leading evaluation teams, including USAID evaluations.
- Advanced degree in Political Science, International Development, Governance, and/or related social science field, or lesser degree with 10+ years of experience.
- 8+ years of experience in the Democracy and Governance sector.
- Experience with and ability to design and apply a range of data collection and analysis
- methodologies ( qualitative and quantitative), including:
- Qualitative research experience, particularly in conducting individual and group
- interviews and/or focus groups, including creation of written instruments and transcripts;
- Content analysis and other techniques for coding and analyzing qualitative data;
- Case study documentation experience.
- Strong understanding of USAID evaluation policy and best practices.
- Demonstrated management and leadership skills.
- Superior writing ability, including evidence of an ability to structure evaluation reports.
- East Africa experience is an asset.
