Project Summary: **
The U.S. Agency for International Development (USAID)/Kenya and East Africa (KEA) has requested KSP to conduct Phase I of their Development Objective 1 (DO1) evaluation. The purpose of this evaluation is to inform USAID/KEA management regarding its devolution-related activities for the remainder of the current CDCS. More specifically, the evaluation is designed to test USAID's DO1 theory of change by assessing the effect of its interventions to date at the national, county and citizen levels and offering insights for any needed mid-course corrections in prioritization, planning and programming implementation. The evaluation will not seek to measure progress towards the objectives of individual DO1 awards or activities, but rather will take a broader view of the overall effect of USAID support in the implementation of devolution in Kenya since the adoption of the current CDCS in May 2014.

Position Summary:
Under this task order, MSI's Mid-level Sector Specialist shall provide the DO1 Phase I evaluation with significant experience in Kenya's governance sector, particularly devolution. Specific tasks will include desk review of all relevant secondary documents (e.g. the Kenya constitution, County Integrated Development Plans, etc.), data collection and analysis, and participate in the presentation to USAID/Kenya and report writing. The period of performance of this task order is estimated to be from mid-January to late-June 2016, including nine to twelve weeks in Kenya approximately from late-January to mid-May 2016.
Responsibilities:
The main objective of this DO1 Phase I evaluation is to inform USAID/Kenya management regarding its devolution-related activities for the remainder of the current CDCS.
To achieve this, the sector expert will:
- Work with the evaluation Team Lead and Senior Sector Expert on all aspects of study planning and execution.
- Collaborate on the finalization of the evaluation design and sampling strategy.
- Participate in the development of the data collection instruments.
- Participate in the desk review of relevant secondary documents, qualitative data collection and analysis.
- Participate in the study validation and presentation to the client (USAID) .
- Participate in the report writing based on the approved standards and guidelines for USAID evaluations.
Qualifications:
- Degree in Political Science, International Development, Governance, and/or related social science field.
- 6+ years of experience in the Democracy and Governance sector, including 3+ years related to devolution and familiarity with international best practices in support to devolution processes.
- Familiarity with the key stakeholders in Kenyan devolution (national and international).
- Some knowledge and experience in conducting or supporting external performance evaluations or similar research preferred.
- Demonstrated skills in research, primary data collection and analysis and use of secondary sources.
- Advanced level of spoken and written English.
