Project Summary: **
The Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) project provides on-the-ground support on performance monitoring, data verification, impact evaluation, output, and environmental compliance of USAID/Mozambique activities. The MMEMS main office will be based in Maputo; field offices will be based in Quelimane and Nampula.

Position Summary:
MSI is looking to fill one Field Bookkeeper and Logistics Officer position in Nampula and one Field Bookkeeper and Logistics Officer position in Quelimane. The Field Bookkeeper and Logistics Officer will report to the MSI MMEMS Senior Financial Manager and work closely with MMEMS staff to ensure excellent financial management and smooth and compliant implementation of the MMEMS program. The Field Bookkeeper and Logistics Officer is responsible for supporting MMEMS in financial matters including maintaining project financial files, ensuring compliance with project financial policies and procedures, and assisting the Senior Financial Manager in the preparation of financial reports.
Responsibilities:
Bookkeeping and Accounting:
- Processing payments for MSI local staff (salary payments, employee benefit payments, tax reporting, medical insurance, etc.)
- Providing all data and backups for the MSI financial reports
- Working closely with MMEMS Senior Financial Manager and MMEMS Director of Finance and Administration to ensure all activities have proper approvals (administrative, logistic and financial)
- Maintaining and updating the MMEMS MSI property disposition files and ensuring all property is properly labeled
- Providing assistance to the MSI HQ team with procurement requests
- Produce reports and gather necessary documentation for all contract-related issues pertaining to procurement, travel and finance
- Conducting bank relations
- Maintaining records/payments with Government of Mozambique authorities
- Compliance with Government of Mozambique laws
- Executing designated local procurements
- Managing petty cash funds
Logistics:
- Working collaboratively with MMEMS staff to provide operational support to all project activities.
- Interfacing with partners, subcontractors and the client as needed on operational concerns
- Maintaining coordination protocols with local officials
- Assisting in arranging project site visits for USAID, Mozambique government officials, and others and coordinating all MSI field visits for both long and short term staff, including facilitating booking of venues for accommodation, meals, conference facilities, transportation, and related services
- Responsible for asset inventory control and management, facilities management and transport logistical support
- Working closely with the security company to ensure office security
- Supervising the MMEMS driver and arranging for additional transportation when necessary
- Performing other tasks and duties as assigned
Qualifications:
- Minimum 3 years of experience in logistics management in Mozambique; experience with donor funded programs preferred
- Ability to use Microsoft Excel and Word for professional tasks
- High degree of maturity and ability to work collaboratively with multiple partners and vendors
- Experience working with staff in multiple locations
- Bachelor's degree in Business Administration or similar field, with a focus on logistics and/or procurement preferable
- Substantive knowledge in written and spoken English
- Ability to travel to regions outside of area of assignment
