Proposal Summary:
MSI is currently seeking applications from qualified candidates for potential long-term and short-term technical staff positions for an anticipated five-year USAID funded justice and security project in Honduras. This anticipated project is intended to promote rule of law through more effective and accountable judicial institutions, promoting human rights, engaging citizens in policy-making processes, creating mechanisms for alternative dispute resolution, community policing, and working with civil society organizations to serve as watchdogs over justice and security actors.

Position Summary:
MSI is seeking an experienced Monitoring & Evaluation Advisor to be responsible for overseeing data collection, analysis, evaluation and reporting of all project activities. S/he will ensure that all M&E reports are produced on time and in a technically valid and high-quality manner. S/he will oversee the production of requested analyses of the data responding to the requests from the Mission or from the project leadership. S/he will be responsible for making sure that the data that is collected in the field is gathered in a technically correct manner, accurately reflects field realities, and meets quality standards.
Responsibilities:
- Serve as the resident M&E expert in providing strategic thinking and design for project activities, studies and evaluations to be carried out by the project.
- Establish procedures to evaluate and measure effective performance and progress in implementation of all project activities against work plans and M&E plans.
- Ensure quality control and integrity of information for reporting purposes, in compliance with USAID regulations and requirements.
- Respond to requests for data collection, analysis and reporting from USAID Mission in Honduras under the direction and supervision of the Chief of Party.
- Manage the repository of tools, guidelines and reference documents for M&E and other materials.
- Provide training, oversight and support to other field-based staff in monitoring and reporting progress of activity implementation by project partners.
- Work with field staff and project partners to consolidate data and information for use in M&E and related project reports, success stories, and USAID publications.
Qualifications:
- Degree in relevant discipline such as law, public policy, or international development; advanced degree preferred.
- Minimum of 5-10 years of demonstrated technical expertise in M&E in an international development context.
- Demonstrated experience designing M&E tools, surveys, analytical work products, and related research that is technically sound and policy relevant.
- Demonstrated commitment to carrying out tasks on time and under deadline.
- Fluency in Spanish and English with the ability to produce high-quality technical documents as well as presentations and project reports.
