Judicial Advisor, Justice and Security Sector Project Honduras
Proposal Summary:
MSI is currently seeking applications from qualified candidates for potential long-term and short-term technical staff positions for an anticipated five-year USAID funded justice and security project in Honduras. This anticipated project is intended to promote rule of law through more effective and accountable judicial institutions, promoting human rights, engaging citizens in policy-making processes, creating mechanisms for alternative dispute resolution, community policing, and working with civil society organizations to serve as watchdogs over justice and security actors.

Position Summary:
MSI is seeking an experienced Judicial Advisor who will provide technical expertise in the design and implementation of specific project activities in the areas of judicial accountability, independence and capacity-building, as well as increasing citizens access to justice and the court system.
Responsibilities:
- Provide technical expertise, management and oversight of all project activities implemented in the areas of judicial reform, justice sector capacity-building, and accountability, and advise the Chief of Party, consultants and other field staff as may be needed.
- Establish strong relationships with the counterparts in the Honduran judiciary, justice sector institutions and partner organizations.
- Provide oversight, management and mentorship of local project staff during project implementation to ensure efficient performance and progress in line with Work Plan and M&E requirements and timelines.
- Oversee project budget as related to judicial reform activities and coordinate with the CoP on project expenditures, as necessary.
- Contribute to strategic planning and drafting of Annual Work Plans, M&E Plans, Quarterly Reports and related reporting requirements for judicial reform activities, as required by the COP, MSI or USAID.
Qualifications:
- Law degree and minimum of 10 years of professional legal experience working in the practice of law or in the judiciary.
- Demonstrated expertise in judicial reform with substantial experience working with judiciaries, justice sector institutions and legal systems of developing countries in Latin America, preferably in Honduras.
- Demonstrated experience with alternative dispute resolution mechanisms in Honduras or other Latin American countries.
- Prior experience with USAID or other donor-funded technical assistance projects strongly preferred.
- Fluency in written and spoken Spanish and English required.
