Project Summary:
The E3 Analytics and Evaluation Project is a five-year contract with USAID's E3 Bureau that carries out rigorous evaluations and other analytic technical assistance to the Bureau's 13 technical offices, as well as other operating units of the Agency that work in E3 sectors. To date, the Project has carried out more than 60 activities, with more than 30 activities ongoing. The Project has more than a dozen full-time technical staff.

Position Summary:
The senior researcher is responsible for providing deep expertise in applied research design and one or more subject matters fields within USAID's E3 Bureau. The Senior Researcher will collaborate on all facets of research design with internal staff, client personnel, and external experts. S/he will act as team lead and even principal investigator for applied research activities in the field and the home office.

Qualifications:

  • Minimum of ten (10) years of demonstrated experience designing and implementing M&E activities, including leading intercultural field teams.
  • Ph.D. in international development, monitoring & evaluation, or a related field.
  • Experience designing and implementing experimental, quasi-experimental, and non-experimental research designs, including large-scale field experiments and data collection.
  • Demonstrated writing and presentation ability, including publication in refereed journals and production of policy reports.
  • Work experience in donor agencies strongly preferred.
  • Ability to travel.
  • Fluency in Spanish or French strongly preferred.
