Project Summary: In November 2015 MSI was awarded a three-year contract to conduct third party monitoring (TPM) of Afghanistan Reconstruction Trust Fund (ARTF) projects for the World Bank. The ARTF TPM program was put in place to meet a number of objectives:
Given an increasingly challenging security environment, the TPM program provides critical data from the field to World Bank and GoA line ministry implementation teams. The TPM program provides data on project sites across Afghansitan, including asset verification and quality assurance, where World Bank staff are not able to systematically visit.
The TPM program provides additional evidence that World Bank-funded programs are being implemented correctly, focusing on infrastructure quality assurance and social and environmental safeguards, gender issues and select financial/fiduciary aspects.
The Supervisor Agent (SA) provides GoA line ministries with project monitoring and data collection support and shows how such practices could improve GoA project performance and results, thereby strengthening GoA line ministries' own monitoring programs.

Position Summary:
In order to meet the ARTF TPM program's remote monitoring requirements, MSI requires the resources of a qualified Agriculture and Irrigation Specialist capable of conducting the following primary assignments:
- Collect data from irrigation canals funded by the World Bank as well as agriculture production and water distribution in the command areas along the canals.
- Conduct field trips across Afghanistan to test and troubleshoot sensors.
- Prepare soil and growing media, planting and cultivating assorted plants (especially hydroponic and high tunnel vegetables), and participating in various horticultural activities, both supervised and unsupervised.
Responsibilities:
- Assist with the design of environmental and water resource sensing, measuring, and recording devices, and other instruments.
- Research crops, soil and water systems to improve agricultural productivity.
- Assist the MSI Remote Monitoring team design, conduct and record laboratory and field tests.
- Analyze GPS and weather data and use computer modelling to advise farmers on land use, for instance on how to increase crop yields using available data.
- Research ways to conserve soil and water through improved irrigation, drainage and flood control.
- Work with GoA ministry teams and local national user groups to test canal and command area monitoring system prototypes in real conductions, such as on farms, canals, rivers, etc.
- Train and support local national remote monitoring user groups.
- Other duties as assigned by MSI Senior Management.
Qualifications:
- A university degree in agricultural or civil (irrigation) engineering or a related field from a recognized higher education institution.
- Minimum two (2) years demonstrable work experience in an agriculture and irrigation specialist capacity.
- Demonstrable experience using MS Office applications, including MS Word and MS Excel.
- Demonstrable experience using email, internet and smartphones.
- Excellent spoken and written English.
