Proposal Summary:**
INL supports multiple projects aimed at building the capacity of justice sector, civil society, and police actors. This project requires coordinating travel for participants out of the target country for trainings in the United States, Mexico, or other countries; travel of trainers from these locations into the target country to deliver courses; provision of venues for classroom trainings and workshops, and effective tracking of courses delivered and individuals trained, broken out by gender and by institutional affiliation.

Position Summary:
The Procurement assistant will support the Admin and Finance Director in the processes involved with procurement, or any other administrative tasks required in order to provide business services and logistics support. S/He will also be responsible for the negotiation with vendors such as hotels, transportation, interpretation and conference venues. Based in the field office, the Procurement Assistant will be dedicated full time to ensuring successful operations in support of the capacity building projects.
Responsibilities:
- Participate in program planning and advising on logistics considerations.
- Provide technical and operational support to the field office, as well as advice on application of logistics management best practice, systems and procedures.
- Develop reports on material and personnel movements and other logistics coordination.
- Design, implement, and manage contracts in transport and housing.
- Develop key performance indicators by which localized logistics contracts can be managed and ensure timely transmission of logistics monitoring information.
- Coordinate and run the daily operation for travel, lodging, and any other supplies/ materials needed for the correct implementation of resources in compliance with the client needs and contract.
Qualifications:
- Minimum two (2) years of experience in procurements, contracts, and legal and contractual compliance.
- University degree (BA/BSc.) in Management, or related.
- Country or regional experience.
- Experience with DOS, USAID or another donor.
- Experience with US Government regulations.
- The ability to travel if required.
- Good analytical and negotiating skills.
- Fluency in written and spoken Spanish is required.
- Must be able to speak, read, and write in English.
- Extremely organized, multitasker and able to work under pressure.
- A track record of excellent client service.
