Project Summary:**
The purpose of the Legal Professional Development and Anti-Corruption Activity (LPAC) project is to increase the Government of Liberia's capacity to prevent, investigate, and prosecute corruption, including within the justice sector, and to educate the public regarding the fight against corruption in Liberia. This project will primarily provide technical assistance and support to the Liberia Anti-Corruption Commission (LACC). In addition, it will also support the Ministry of Justice (MOJ) regarding coordination with the LACC, and civil society and media organizations engaged in anti-corruption initiatives.

Position Summary:
This consultancy is being issued in order to procure payroll services for the local Liberian national staff of the LPAC Project (anticipated to be no more than four individuals). The duties of the awardee are set forth below. The consultant will not be full time and will be paid a fixed rate per month that will be established based on the number of staff members that MSI hires.
Responsibilities:
- Collate employees' (approximately 4 Liberian nationals – no expatriates) timesheet details.
- Determine and compute PAYE taxes and NASSCORP (Social Security) contributions to be sent to the Liberian Revenue Authority (LRA).
- Process payroll (upon providing a detailed monthly payroll report indicting the amounts to be paid out to the project staff and contributions to be remitted to the LRA for Social Security, MSI will prepare a check for the corresponding total amount and will provide the check to the awardee; Awardee will then make the payments directly to the project staff and LRA with staff payment receipts and LRA treasury receipts evidencing the remittances later being provided to MSI).
- Prepare and present monthly pay slips for each Liberian national staff member and pay each staff member in full for the preceding month within five days of the end of every month providing evidence of receipt of payment from each individual paid and a report of any deductions made from gross payments to each LPAC Liberian national staff member.
- Complete the employer's monthly Declaration.
- Track sick leave, paid vacation leave, and any other government-mandated leave per Checchi-MSI policy and provide monthly reports to LPAC Liberian national staff and MSI project management of accrued and used leave balances.
- Provide MSI with copies of any government reports mandated by law/regulation in regards to labor/taxation issues.
- Though the number of local vendors providing local goods/services to the project is anticipated to be quite limited, it may be necessary for the selected awardee to prepare and file withholding tax for transactions with those firms.
- Develop strategies to deal with staff remuneration, medical and insurance coverage, fringe benefits, bonuses, vacation pay and any legally-mandated educational or other benefits.
Qualifications:
- At least 3 years of accounting/finance related experience, with at least one year of that conducting payroll services.
- Prior experience providing payroll/tax services to small projects/firms of a comparable size.
- Prior experience preferred with USAID projects or another donor.
- University Degree in Accounting, Business, or another related field.
- English fluency is required.
