Proposal Summary:
The purpose of the Support to Anti-Corruption Champion Institutions (SACCI) activity is to enhance institutional accountability and capability to deter corruption and to develop and support a citizen constituency for fighting corruption in Ukraine. USAID assistance will support strengthening Institutional accountability and mechanisms to fight corruption, as well as enhance communication on Anti-Corruption reforms, and empower a core constituency of Anti-Corruption reformers to monitor corrupt practices in and actively collaborate with government institutions in fighting corruption.

Position Summary:
MSI seeks an anti-corruption specialist to lead the development and implementation of activities under an anticipated USAID-funded Support to Anti-Corruption Champion Institutions (SACCI) project in Ukraine. The program is expected to enhance institutional accountability and capability to deter corruption and to develop and support a citizen constituency for fighting corruption in Ukraine. The anti-corruption specialist is a senior technical position, reporting to the Chief of Party/Program Director and with responsibility for leadership in design and implementation of initiatives to reduce corruption.
Responsibilities:
- Provide technical leadership and support to the design and implementation of the overall project activities to enhance institutional accountability and capability to deter corruption, to strengthen institutional accountability and mechanisms to fight corruption, and to build citizen constituency for anti-corruption reforms.
- Identify and maintain partnerships with Ukrainian organizations and institutions with the aim to enhance institutional accountability and capability to deter corruption, including strengthening institutional accountability and mechanisms to fight corruption.
- Engage counterpart organizations in developing and implementing anti-corruption and accountability policies and mechanisms and monitoring government performance.
- Develop, in collaboration with stakeholders, strategies to enhance communication on Anti-Corruption reforms.
- Contribute to designing and managing grant mechanisms to strengthen capacity to support anti-corruption initiatives and provide technical oversight of the grant projects .
- Share lessons learned on anti-corruption related issues relevant to Ukraine
- Lead a team of staff and/or consultants to implement program initiatives.
- Contribute to project planning, reporting and performance monitoring.
Qualifications:
- Master's Degree or equivalent in Public Policy, Public Administration, Economics, Law, International Relations, Political Sciences, Social Sciences or related field.
- Minimum seven (7) years of demonstrated practical professional experience in designing, implementing and monitoring anti-corruption initiatives.
- Demonstrated knowledge and experience of implementing effective accountability, transparency, public oversight, and anti-corruption .
- Demonstrated successful experience in establishing strong working relationships among governmental and non-governmental institutions .
- Strong analytical and communication skills, including ability to engage stakeholder in dialog, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
- Strong managerial/leadership experience and decision-making skills.
- Strong ability to work in teams; creating an enabling environment, mentoring and developing partners and colleagues.
- Native Ukrainian and Russian and English writing and spoken proficiency required.
