Project Summary: **
The Monitoring and Evaluation Support Project (MESP) in Juba supports the United States Agency for International Development (USAID) Mission in South Sudan to effectively monitor, evaluate, learn from-, and improve USAID-funded interventions. MESP provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. These services assist the Mission in complying with new evaluation, monitoring, and project design requirements under USAID Forward. They also include monitoring and evaluation technical support to the Mission for performance management at all levels.
Position Summary:
The position's primary purpose is to act as the senior program development advisor to the PRO Director. This highly experienced program development advisor will be required to assist in coordinating a range of program office, project design, strategic planning, and reporting services. Chief among these services will be to provide technical guidance, strategic insight, oversight and coordination into the development of two Project Authorization Documents (PADs). In order to align program activities with the Way Forward, PRO has drafted two over-arching PADs focusing on supporting the Mission's two Transition Objectives (TOs): 1) Promote recovery with resilience; and 2) Enable peace and reconciliation processes. This position will offer technical guidance, based on lessons learned from other Missions and based on the Agency's latest learning on project design.
Responsibilities:
- Provide technical guidance, strategic insight, oversight and coordination on the development and refinement of Mission PADs.
- Working with mission teams/staff, provide oversight and coordination on the development of PAD elements.
- Ensure the PADs meet current Agency policies regarding project design.
- Provide strategic advice on PADs best practices in non-permissive and fluid environments.
- Provide guidance on integrated cross-sectoral Mission management structures based on lessons learned from other Missions.
- Ensure PADs reflect mission focus on Collaborating, Learning, and Adapting (CLA).
- Specific Tasks Required:
- Review background information, including, but not limited to: the two draft PADs, the operational framework, meeting notes from Implementing Partner and Advisory Council meetings, implementing partner project-level documents, and powerpoint presentations on the Way Forward.
- Provide guidance to mission staff and inputs into PAD elements and design through a reliance on the Agency's latest thinking with regard to sound project design. Provide strategic direction for the PADs based on lessons learned from other missions.
- Provides guidance on the development of the Mission's Transition Strategy (TS) and input into the Integrated Country Strategy (ICS).
- Specific Tasks Required:
- Review background information, including, but not limited to ADS 200, 201, and ICS guidance regarding strategy development.
- Provide oversight, coordination and guidance to mission staff on the development of a TS and ICS.
- Other duties as assigned.
Qualifications:
- A Master's degree in a relevant social science field such as international relations or economics, or a Masters of Business Administration is required.
- At least 15 years of demonstrated technical and administrative leadership in programming such as strategic planning, program budgeting and budget implementation, reporting, and/or project design, with at least 10 years of working with USAID and working at a senior managerial level.
- Demonstrated experience in a team environment and excellent skills as a program advisor.
- Strong interpersonal skills and proven ability to work effectively in a culturally diverse context
- Superior oral and written communication skills in English
- Excellent time management skills and ability to cope effectively with a fast-paced, often stressful work environment.
- Must have effective computer skills particularly in Microsoft Office
- Must be a US citizen.
