Project Summary:

Governance Integration for Stabilization and Resilience in the Middle East and North Africa (GISR MENA) is a $95 million multi-faceted single-award field support mechanism under GSA's OASIS IDIQ available for MENA Bureau Operating Units (OUs) to buy-in for activities through August 14 2021 – and for an additional two-year period with single option years. GISR MENA is designed to offer the United States Agency for International Development (USAID) operating units (OUs) i.e., country offices and bilateral missions the opportunity to understand and address the shocks and stressors in post-conflict and fragile settings in the MENA region.

Atrocity prevention as well as enhancing the livelihoods and rights of religious and ethnic minorities is a key priority for the Middle East Bureau at USAID. The GISR MENA mechanism provides rapid solutions for shocks and stressors in the MENA region. GISR MENA was utilized to develop religious and ethnic population country profiles to help inform interventions for programming in the MENA region. GISR MENA will also be utilized to support future REM needs including support to REM programming by enhancing resource integration, tools, guides and/or pilot programming.

Position Summary:

The Program Advisor, working in close coordination with a Graphic Designer, will work to develop and design REM programming tools and guidance in support of the Bureau of the Middle East REM programming and the implementation of Executive Order 13926 on Advancing International Religious Freedom. The Program Advisor will provide support to enhance utilization of the New Partnership Initiative and programmatic road maps. The Program Advisor will work with the Graphic Designer on product review and identify opportunities to scale the religious and ethnic minorities and new partnerships work in MENA and the implementation of the International Religious Freedom Executive Order. The Program Advisor will work with the Graphic Designer to produce five product deliverables related to the Executive Order. The anticipated timeline for the assignment is December 2020 –May 2021. This position is part-time, requiring 3-8 days a month.

Responsibilities:

  • Produce a series of regional infographics (one for each of the five USAID Regional Bureaus)
  • Summarize country-provided data on the state of international religious freedom in the region, and Mission plans to advance religious liberty
  • Create an “impact brief” that summarizes the progress of REM programming within the Agency over the past 3-4 years
  • Produce an infographic that visualizes the framework and USAID's responsibilities under its mandate for external audiences
  • Create a detailed infographic for an internal audience that visualizes how USAID's contributions under the framework relate to key contributions of other USG partners
  • Create an infographic for an internal USAID audience that unpacks specific roles and responsibilities of USAID operating units under the Order
  • Identify intersections and potential integrations between MENA MELs and future piloting under GISR MENA
  • Attend all meetings for an average of 4-6 hours a week to produce the infographic deliverables

Qualifications:

  • Bachelor's degree in international development or related field required; Master's degree preferred
  • A minimum of five years' experience working in international development; experience working in the MENA region and with REM programming preferred
  • Experience with USAID program process and procedures
  • Experience in human rights, the Middle East and early warning systems preferred
  • Familiarity with IT, data, analytics and automation preferred
  • Experience in reviewing and editing internal and external products designed by the graphic designer
  • Ability to problem solve to enhance on-going and/or potential REM programming for the MENA region
  • Ability to work independently and with a team
  • Familiarity with IT, data, analytics and automation preferred
  • Fluency in English required
