Project Summary:
Afghanistan's Measure for Accountability and Transparency project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business, and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:
The Anti-Corruption Training Coordinator is expected to provide coordination and technical support to the AMANAT Public Sector Team's capacity building activities to strengthen public sector transparency and accountability, including but not limited to training of education and health shuras in provinces. This position will report to the Anti-Corruption Advisor and be based in Kabul working at the AMANAT office and in the relevant ministries, with travel to provinces.
Salary: NTA Grade C Step 1-5
Responsibilities:
- Coordinate, plan, organize, and monitor training activities and budgets to ensure quality and timely achievement of workplan within budget
- Create and maintain training calendar, teamwork plans and third-party monitoring calendars
- Assess project risks in the field and inform the Anti-Corruption Advisor to design and carry out mitigation measures
- Support field teams to enable them to carry out their duties and communicate with AMANAT
- Carry out coordination meetings
- Communicate with government entities on a regular basis
- Provide technical support to government officials to implement sub-national capacity building
- Consult with AMANAT and government officials in line ministries to identify capacity building needs in the provinces to be supported by AMANAT technical assistance
- Prepare concept notes and budgets for proposed activities including justifications for the proposed provinces
- Prepare weekly reports on training activities, meeting notes and trip reports
- Support the Public Sector team activities, as required
Qualifications:
- Bachelor's degree is required, master's degree is preferred
- Minimum of five years of relevant experience is required
- Experience working with or within one or more of the following: subnational government institutions, education institutions, healthcare institutions, community groups or shuras
- Demonstrated ability to set objectives and achieve results
- Microsoft Excel and budget management skills required
- English, Dari, and Pashto language proficiency are required
