Project Summary:
MSI is now accepting applications from mid and senior level professionals interested in providing assessment and monitoring support services to U.S. Department of Defense (DOD) Geographic Combatant Commands under the Assessment, Monitoring, and Evaluation (AM&E) IDIQ contract. The AM&E IDIQ supports reform of institutional capacity building of partner nations' ministries of defense.

Position Summary:
Specialists will work closely with MSI's project management team to support Department of Defense with evaluation, quantitative and qualitative, research, and other needed support services.
Responsibilities:
Support the development of program monitoring plans for security cooperation activities
Identify and define program indicators
Write technical reports and briefings
Design research methods, data collection plans, and analytic methods
Capture lessons learned
Improve DoD staff capacity for data collection and analysis
Qualifications:
Bachelor's degree required
Minimum of five years of relevant experience
Experience managing and conducting monitoring, research or evaluation of governance, security sector reform or security cooperation programs and initiatives
Verified technical skills in program monitoring, evaluation, research, data analysis, strategic planning, training and/or staff capacity building
Regional expertise or experience in Africa or Europe
Eligibility for a secret security clearance required
Fluency in English required
