Proposal Summary:
The purpose of this expected five-year Activity is to build the Colombian Government's migration management capacity to (1) document and track migrants, (2) refer migrants to municipal level services, and (3) promote social integration and acceptance of migrants. This Activity requires developing plans, policies, and processes related to border management at the national level—particularly Migración Colombia, Cancillería de la República de Colombia, and Gerencia de Fronteras—and those related to service delivery at the subnational and municipal levels. This Activity will help create the legislative and administrative framework to carry out subsequent activities that strengthen economic opportunities and social services, but will focus primarily on improving governance and service delivery. To ensure a holistic and comprehensive response to the migration crisis, this Activity will promote the social and economic integration of migrants, as well as reduced xenophobia in receptor communities.
Position Summary:
MSI seeks qualified candidates with experience leading programmatic design and implementation on international development projects. The successful candidate will have sound knowledge of Colombian political dynamics and experience supporting Colombian public sector institutions in the context of USAID or other donor assistance projects. This position combines the need for relevant technical knowledge with strong managerial, administrative and writing skills. Please note this position is contingent upon funding and USAID approval. Responsibilities:
- In collaboration with the chief of party (COP), provide programmatic direction and oversight during the design and implementation of project activities to ensure VRI objectives are achieved.
- Provide technical expertise and operational support in the design and implementation of specific technical interventions. This requires the ability both to support current activities and to quickly adapt to changing contextual, Government of Colombia or USAID requirements.
- Work in close collaboration with the COP to ensure that daily operations of overall program implementation activities are on schedule and that reports, work plans and other technical deliverables are prepared in a timely manner.
- Supervise programmatic staff across VRI's objectives and offices.
- In collaboration with the COP, liaise and communicate directly with USAID. As necessary, serve as COP in the COP's absence.
Qualifications:
- A graduate degree in a field relevant to the program, or the equivalent amount relevant of experience in place of a graduate degree.
- Minimum of five (5) years of experience and demonstrated technical expertise in one or more of the following areas: migration management, migrant service delivery, social cohesion or related topics.
- Demonstrated capability to work with a broad range of government and civil society stakeholders and partners.
- Sound knowledge of Colombian political dynamics required; experience working directly with migrant populations along the border or in urban areas preferred.
- Minimum of five (5) years of supervisory experience overseeing large and remote teams.
- Minimum of three (5) years of experience in a similar deputy role and/or a demonstrated track record of progressively responsible managerial experience implementing donor-funded projects with multiple activities and sub-awards.
- Spoken and written fluency in Spanish and English.
