Proposal Summary:
The purpose of this expected five-year Activity is to build the Colombian Government's migration management capacity to (1) document and track migrants, (2) refer migrants to municipal level services, and (3) promote social integration and acceptance of migrants. This Activity requires developing plans, policies, and processes related to border management at the national level—particularly Migración Colombia, Cancillería de la República de Colombia, and Gerencia de Fronteras—and those related to service delivery at the subnational and municipal levels. This Activity will help create the legislative and administrative framework to carry out subsequent activities that strengthen economic opportunities and social services, but will focus primarily on improving governance and service delivery. To ensure a holistic and comprehensive response to the migration crisis, this Activity will promote the social and economic integration of migrants, as well as reduced xenophobia in receptor communities.
Position Summary:
MSI seeks a long-term monitoring, evaluation and learning (MEL) director. They will report to the chief of party (COP) and will be responsible for coordinating and managing the Activity's monitoring, evaluation, research and learning activities. They will provide training and support to Activity staff in data collection and data integrity. Please note this position is contingent upon funding and USAID approval.

Responsibilities:
- Lead development of the MEL plan (MELP) with support from the MSI home office and Activity leadership and oversee implementation of the MELP.
- Build grantee capacity to develop MELPs, track indicators and coordinate all reporting.
- Support grantees in designing project log frames, results indicators, indicator definitions and data collection methods.
- Monitor field-level grantee activities and train grantees on monitoring and evaluation (M&E).
- Meet with grantees' and subcontractors' staff to discuss the status and quality of reporting.
- Contribute in meeting donor reporting requirements by writing case stories, updating an online database, writing success stories and keeping photo documentation.
- Manage M&E staff in one or more project offices.
Qualifications:
- Bachelor's degree in a relevant field required.
- Minimum of five (5) years of MEL experience on donor-funded projects with some years in a management role.
- E xperience developing and managing MEL plans and data collection systems ; w riting M&E reports; and building the M&E capacity of local organizations/grantees.
- Experience with civil society, governance, migration, gender, livelihoods or capacity development is an advantage.
- Demonstrated experience integrating considerations of gender and marginalized groups into MEL systems preferred.
- Spoken and written fluency in Spanish and English required.
