Activity Summary: **

Under the Jordan Monitoring and Evaluation Support Project (MESP), MSI is conducting a performance evaluation to evaluate the Jordan Loan Guarantee Facility's (JLGF) progress to achieve its objectives. JLGF provides partial loan guarantees and technical assistance to mobilize bank financing for creditworthy but previously underserved Small and Medium Enterprises (SMEs). The evaluation's objective is to provide USAID with findings and strategic recommendations related to a) the effectiveness of the Activity's interventions, mainly the technical assistance that USAID/JLGF provided to banks and SMEs, and b) the lessons learned and best practices to be utilized by USAID in the future. The evaluation results will help inform USAID's guiding design and implementation decisions for similar future programming.

\*The short-term assignment will start in early to mid-May, 2016, and will include approximately eight (8) weeks of work. The position is open to both Jordanians and expatriates.**

Position Summary:

The Technical Expert should be a subject matter expert with background and experience in enterprise development, local economic development, financial services and risks and opportunities related to lending money to SMEs. The technical expert will contribute to the development of the methodology and research design; development of data collection instruments; participate in pilot testing for data collection and data collection efforts; participate in data analysis and interpretation; produce report sections as assigned by Team Lead. Ensure that assessment and evaluation processes and reporting adhere to relevant USAID and MSI evaluation standards and requirements.

Responsibilities:

  • Provide expert technical leadership for the development and implementation of the evaluation design, required instruments, and data analysis, in coordination with the Evaluation Team.
  • Conduct quantitative and qualitative research including interviews with appropriate stakeholders and perform data analysis.
  • Analyze reports from project for relevant data and information and synthesize findings to answer evaluation questions.
  • Support the Evaluation Team in drafting progress and final reports.
  • Synthesize final findings and recommendations into a high quality document.
  • Participate in presentations and briefings to USAID and other project stakeholders.
  • Submit all deliverables required in expected timeline.

Qualifications:

  • Knowledge of and experience in financial services, loan risk management, enterprise development, local economic development experience is required.
  • At least 15 years of analytical evaluation experience, with demonstrated strong qualitative and quantitative data analysis skills that show causality.
  • Experience with USAID is preferable, including knowledge of USAID Evaluation Policy, practices, tools, and techniques.
  • A degree in Economics or relevant field preferred.
  • Experience preparing high quality documents and meeting deliverable deadlines.
  • The ability to travel throughout Jordan as necessary.
  • Excellent oral and written English skills are required.
