Project Summary: **
Under the recently-awarded awarded Iraq PMES contract, MSI provides USAID/Iraq with utilization-driven support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of the contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The project involves services across four components: (1) Performance Management, (2) Evaluation Services, (3) M&E Capacity Building, and (4) Collaboration, Learning and Adapting. The project will have offices Baghdad and Erbil.

Position Summary:
The Finance and Administrative Manager (FAM) will assist the Deputy Chief of Party (DCOP) with financial management, reporting, bookkeeping, payments, projections, payroll and petty cash. The FAM will support administrative tasks such as procurement, HR, recruiting, travel and logistics. The FAM will help onboard staff and short-term technical associates, as well as provide training on the cooperate code of conduct. This is a full-time position based in Erbil.
Responsibilities:
Ensure smooth day-to-day running of the financial and administrative activities under guidance of the DCOP
Support implementation of MSI's finance, administrative, procurement and personnel policies and procedures, under direction of the DCOP
Responsible for the recording, documenting, and reporting of all financial transactions, including preparation of monthly financial expense reports and cash and bank reconciliation statements, tracking of advances and liquidations, and monthly payroll
Oversee monthly personal income tax and social security reporting and payments in Federal Iraq, and proper filing with tax offices as needed
Support personal income tax quarterly reports, payments and filing annual tax reports in Kurdistan region
Prepare annual tax reports, social security filing, and annual financial statements, as well as statutory audit reports
Facilitate MSI's registration certificate renewal annually in both Kurdistan region and Federal Iraq
Ensure compliance of procurement and field accounting policies and procedures, including adherence to USAID rules and regulations (AIDAR & FAR)
Prepare Purchase Requisitions and Purchase Orders for review and approval, ensuring adequate funds, expense authorization, supporting documentation, accuracy of amounts, and control over payments
Support the DCOP in procurement efforts, including selection and negotiation with vendors, and the management of subcontractors on the project
Develop project inventory and property lists, ensuring their accuracy and timely reviews and updates
Create quality and timely financial reports for submission to MSI and USAID
Support the DCOP in developing ad hoc activity budgets and cost projections for the MSI home office
Ensure cash and bank management protocols as per MSI policies are maintained
Conduct cash counts and bank reconciliations in periodic basis
Maintain proper end of month reporting, accounts reconciliation and reports, along with the necessary proof of payments
Support staff recruitment and onboarding
Other tasks as requested by the DCOP
Qualifications:
Bachelor's degree in accounting, business administration or related field preferred
Minimum of five years of experience managing finance, procurement, contracts, logistics and human resources matters on donor-funded projects
Prior experience with USAID programs preferred
Strong computer skills, including Excel, Microsoft Word, and Outlook
Working knowledge of QuickBooks accounting software and / or ERP systems knowledge
Familiarity with USG financial reporting and compliance requirements
Familiarity with Government of Iraq financial system requirements, employment laws, tax withholding requirements, and generally accepted accounting principles
Experience in managing donor-funded procurements and subcontracts
Strong organizational skills and ability to manage multiple competing priorities
Attention to detail and the capabilities to work well individually and within a team
Flexibility and high capacity to adapt to change
English capability, both written and verbal
