Project Summary:
The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: (1) Performance and Contextual Monitoring and Verification Services; (2) Evaluation Services; (3) Analysis and Reporting Services; (4) Collaboration, Learning, and Adaptive Management Services; and, (5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:
The Country Manager, MEL Specialist oversees YCLE activities in Yemen. The Country Manager, MEL Specialist provides technical and managerial leadership and represents MSI as needed to obtain services and to adequately carry out its activities under the Yemen's prevailing laws and regulations The Country Manager, MEL Specialist will report to the Chief of Party or the designee.
Responsibilities:
Management
Oversee the day to day project implementation, including management of all financial and administrative aspects of the project, procurement, accounting, IT, logistics, human resources, transportation and administration
Oversee the effective implementation of the YCLE activities in the country as per the schedules and plans approved by MSI
Supervise the operations of the YCLE offices that are planned for Sanaa and Aden or at other locations in Yemen as may be dictated by the evolving situation
Conduct regular visits to the Aden based office and carry out additional remote check-in to ensure the proper running and coordination
Oversee the execution of local contracts by third party firms and carry out necessary verifications for the effective implementation and the quality of their work
Supervise YCLE staff and short-term consultants based in Yemen and provide individual or group orientation as needed
Represent MSI for signing local agreements such as for rentals, procurement of utilities and services, banking services, registering with local authorities and other requirements as may be needed
Represent MSI/YCLE in contacts with USAID implementing partners based in Yemen
Technical
Advise the YCLE COP on all aspects of the operations in Yemen
Provide and/or oversee the provision of technical training in MEL to local implementing partners and third-party monitors as needed and as per agreed training plans with such organizations
Contribute with information, analysis and advice to improve YCLE knowledge of the relevant development issues and improve YCLE ability to understand the conditions under which USAID assistance programs operate
Provide quality control for the products and reports submitted to YCLE by local subcontractors
Review reports and documents prepared by the Yemen based staff and ensure their on-time delivery to the COP for further action as needed
Communication
- Provide regular and frequent briefings to the YCLE COP and DCOP, participate with remote contact in regular staff meetings held at the Amman office and in regular check-ins conducted with the home office.
Qualifications:
A Master's degree in a social science, development studies or related field preferred, university degree required
Minimum of five years of experience conducting monitoring and evaluation of development projects required
Experience with USAID monitoring and evaluation and reporting processes required
Proven experience in conducting technical training in Monitoring, Evaluation and Learning (MEL) to local implementing partners and third-party monitors
A minimum of three years of field experience in international development and experience in a senior leadership capacity such as supervising local staff and implementing partners
Extensive knowledge of USAID's rules and regulations
Excellent Microsoft Office skills
Ability to communicate clearly and concisely, verbally and in writing, in English and Arabic
