Project Summary:
The Colombia Monitoring, Evaluation, and Learning (MEL) Activity provides USAID/Colombia with technical and advisory services related to the MEL of USAID/Colombia projects and activities. To support this purpose, Panagora Group and its subcontractor Management Systems International (MSI) will provide technical advisory MEL services to the USAID/Colombia Mission. These include monitoring support services; performance and impact evaluations, studies and assessments. These efforts will facilitate informed program management decisions, shape the long-term strategic direction of programs and decision-making within the Mission.
MEL will conduct a final evaluation of the Rural Finance Initiative (RFI), which includes an impact and performance component. The purpose of this evaluation is to assess the efficiency, effectiveness, and quality of rural financial products provided by financial intermediaries with support from RFI and the extent to which rural and vulnerable populations increased their access to financial services. The evaluation will include an analysis of factors that hampered or enhanced the cost and accessibility of financial services for municipal populations. The evaluation will also assess how the COVID-19 pandemic affected implementation of RFI's activities. As part of the evaluation team, the MEL Activity seeks an Evaluation Planning Specialist. Position Summary:
The Evaluation Planning Specialist will lead the planning of each stage of the evaluation. The key role of the Evaluation Planning Specialist is to ensure that implementation considerations, including logistics, timelines, and potential challenges and risk mitigation measures are adequately integrated in the design and implementation of the evaluation deliverables. To achieve this, the Specialist will work closely with the evaluation team and will receive support from the MEL activity leads. The period of performance of this assignment will be from September 14, 2020 to March 31, 2021 with a part-time dedication.
Responsibilities:
Lead the design of the evaluation methodology
Lead the planning of each stage of the evaluation including a detailed list of work plan activities, inputs needed, and schedule
Coordinate data collection in the field including interviews, focus groups, surveys and other methods
Participate in qualitative data collection in the field, as needed
Coordinate the timely submission of deliverables
Qualifications:
Master's in economics, social sciences, project management, government or other relevant fields required
A minimum five years of experience planning and coordinating evaluations (impact and performance) or research studies required
Experience managing impact evaluations required
Excellent organizational and communication skills required
Proficient computer skills including Microsoft Word, Excel, and Outlook required.
Experience in STATA and NVivo or related programs preferred
Experience managing large surveys preferred
Experience with USAID evaluations preferred
Intermediate or advance knowledge of written and spoken English required
