Communications Project/IDIQ Manager, USAID/RDMA Regional Communications Support Platform, Bangkok, Thailand (Open to Other Locations)
Proposal Summary:
MSI is pursuing a single award IDIQ contract with the USAID/Regional Development Mission for Asia (RDMA). The contract will provide a wide range of public outreach and communications services to the mission and clients in the region. Services are expected to raise awareness about the development challenges the people of Asia face and encourage support from the government, civil society and private-sector partners to address these challenges alongside USAID.
Position Summary:
The Communications Project/IDIQ Manager will be responsible for developing and executing outreach and communications strategies for task orders under the IDIQ and ensuring the strategies are aligned with USAID's overarching communications strategies. Note this position is contingent upon award of the IDIQ, which has a five-year ordering period. The position would ideally be based in Bangkok or Asia, though other locations are possible provided the candidate is available during USAID/RDMA working hours and can remotely supervise staff undertaking task order activities.
Responsibilities:
· Act as the main point of contact for managing task orders, providing vision, technical direction, leadership and management for activities under the IDIQ contract.
· Work collaboratively with USAID central and field project managers and contracting officers.
· Provide direction and guidance for technical support required under the contract.
· Ensure the project activities are of high quality and adhere to USAID's policies and procedures on branding and marking. Apply USAID's Automated Directives System (ADS) 320 Branding and Marking requirements.
· Oversee a small team either in Bangkok or remotely from a location other than Bangkok and ensure the project completes deliverables on time and within budget.
· Monitor and evaluate the effectiveness and efficiency of the project and ensure the activities implemented meet the goals and objectives of the contract.
· Respond to task order requests in collaboration with MSI's headquarters staff.
Qualifications:
• Experience in project management, preferably in senior-level roles such as chief of party, project director or deputy director to programs of similar magnitude and complexity. USAID experience strongly preferred.
• Experience in designing and executing outreach and communications strategies and campaigns, preferably at a regional level.
• Experience interacting with government or non-governmental organizations including the private sector in developing countries and experience working in partnership with the U.S. Government agencies, international donors, or other multilateral agencies.
• Experience in strategic communications more broadly, including content production and promotion, social media, video and photo editing, event planning and/or communications and social media analytics preferred.
• Regional experience is a plus.
