Project Summary:

The four-year USAID/Indonesia Harmoni activity promotes tolerance and inclusion and reduces the risks of violent extremism (VE). Harmoni supports interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with an explicit mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the front line in preventing VE in Indonesia. As such the project focuses on at-risk communities and vulnerable population groups. The majority of Harmoni assistance is delivered through grants to Indonesian civil society organizations (CSOs) and government partners, primarily at the local level.

This is a full-time position based in Jakarta, Indonesia.

Position Summary:

The Senior Finance Manager is responsible for oversight of the activity's financial matters, including preparation of all financial documents required for a successful implementation of the activity, including financial plans, cost calculations, and financial review documents.

Responsibilities:

  • Manage all project finances, including financial systems and procedures, tax and financial reporting, projections, payroll, etc.
  • Ensure accurate and timely payment and recording of all in-country financial, accounting, treasury, and local and client tax transactions, as well as reporting and allocation of project costs.
  • Supervise handling, reconciliation and reporting of petty cash.
  • Establish and maintain project systems and funding flows tracking with the project budget.
  • Operate and coordinate administrative tasks and ensure overall compliance with MSI, USAID, and Government of Indonesia (GOI) policies and procedures by all staff.
  • Oversee and supervise the Field Office Accountant in project bookkeeping and other relevant tasks.
  • Assist in properly recording all accounting transaction into the computerized accounting system – QuickBooks, in coordination with MSI Home Office.
  • Track and maintain the field operations budget on a regular basis, as guided by the Chief of Party (COP) and the Deputy Chief of Party (DCOP), in close coordination with MSI Home Office.
  • Produce and review accounting and financial reports requested by MSI Head Office.
  • Generate official documentation to support balances and declarations to be presented.
  • Prepare financial statements along with the respective supporting documentation, such as explanatory notes, as requested by the tax and audit administration of the GOI.
  • Prepare and submit VAT reports for the submission to the local tax administration, as well as prepare VAT reports for USAID.
  • Assist with the preparation of annual BAST reporting.
  • Ensure tracking, management, and approvals for all contract materials.
  • Ensure compliance to MSI and USAID travel policies, while issuing advances to field staff, facilitate timely liquidation of issued advances.
  • Work with the grants and procurement teams to ensure grantees receive the administrative assistance they require in a timely manner.
  • Prepare documents and correspondence related to staff and other administrative processes.
  • Maintain constant communication with the administrative team regarding management and accessibility of financial resources, in order to comply with established regulations.
  • Maintain electronic and physical files of all payments made to local vendors and grantees organized and up-to-date.
  • Perform other activities as needed by MSI management and the program in general.
  • Attend to requests made by the Chief of Party and the Deputy Chief of Party.

Qualifications:

  • Bachelor's degree in finance, business administration, or related field is required; Master degree preferred.
  • Minimum of ten years related experience working in project financial management for NGOs, with strong knowledge of international donor requirements.
  • Familiarity with sub grants management and project finance management, including financial controls, accounting, auditing, as well as reporting on accruals, pipelines and expenses, etc.
  • Fluency in English both spoken and written required.
  • Experience working on a USAID project, strongly preferred.
  • Experience with collection and analysis of accounting data, preferred.
