Project Summary:

The purpose of this GISR-supported Activity is to explore more effective and integrated approaches to aiding survivors and victims of gender-based violence (GBV), through assessments of current activities, the design of pilot projects testing improved interventions, and learning, sharing, and scaling up of promising approaches. Activities are focused on communities in the Ninewa Plains.

Position Summary:

The Consultant will provide guidance and expert knowledge on designing a mental health and psychosocial support pilot intervention to be implemented in Tel Uskof, a community that has returned after being displaced by ISIS militants. The pilot targets women and the intervention will be designed to respond to the problem of GBV. Due to curfew and other Covid-19 restrictions the pilot project will launch online initially with the expectation of transitioning into in-person activities when/if health and safety risks reside and will be implemented through partner organizations. The level of effort for this assignment should not exceed 25 days. The period of assignment is May 1 ­­– December 15, 2020.

Responsibilities:

  • Review assessment and other relevant project documents as well as relevant guidance about responding to GBV under Covid-19 restrictions.

  • Provide technical input to MSI on the MHPSS intervention to maximize efficacy and to ensure incorporation of Do No Harm principles accounting for needs and risks when launching an intervention online.

  • Develop recommendations for the intervention design and implementation based on local capacities and population needs.

  • Provide input on development of tools to monitor and evaluate the pilot program.

  • Provide technical guidance to MSI and local partner during pilot implementation as needed.

  • Provide input on final evaluation and packaging of pilot program with recommendations for possible replication and scaling up.

  • Develop a summary report providing recommendations regarding MHPSS pilot design and implementation based on review of project documents, assessment and guidance for GBV interventions during Covid-19.

  • Provide monthly email status updates to include summary of any reflections, highlights or concerns and level of effort (LOE).

  • Create final report including analysis about the pilot's efficacy and recommendations regarding replication and scaling up given MHPSS in Iraq.

Qualifications:

  • Master's degree or equivalent in psychology, clinical social work or related field required.

  • Minimum three years of relevant experience required.

  • Experience with social research methodology, specifically research related to MHPSS and GBV.

  • Experience providing MHPSS services to GBV survivors.

  • Experienced working with marginalized communities with limited resources, in Iraq or the Middle East preferred.

  • Ability to work effectively remotely.

  • Experience providing remote technical guidance.

  • Strong English writing and reporting skills required.

  • Arabic or Kurdish language skills desired but not required.
