Project Summary: **

Afghanistan's Measure for Accountability and Transparency project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

Under the direct supervision of the CSO team lead, the Civil Society Technical Advisor will be responsible for providing technical support to the Open Government Partnership (OGP) Civil Society Forum in Afghanistan to produce a civil society follow-up report on the implementation of the first UN Convention Against Corruption (UNCAC) review cycle. The Advisor will also produce a preparatory or parallel civil society report covering all or selected articles of the second cycle of the UNCAC review, which deals with chapters II (preventative measures) and V (asset recovery). The Advisor will carry out a comprehensive desk review of existing documents and consult with UNODC and key stakeholders to build on existing efforts and avoid duplication. The Advisor will present the report findings to/with civil society, government and the international community, as well as coordinate with an international expert in this field to produce this research and deliverables. Part of the assignment may be carried out from home and part will require meetings/calls in Kabul to carry out interviews, meetings and presentations, and to provide on-the-job training to the OGP/Civil Society Forum.

Responsibilities:

  • Provide technical support to the Open Government Partnership (OGP) and Parliamentary Anti-Corruption Caucus (PACC).
  • Work with the Public Sector team to provide support to the team and the government institutions at the central and provincial levels regarding ongoing AMANAT activities.
  • Provide support to the AMANAT CSO team through continuous improvement practices in the implementation of the AMANAT CSO team action plan.
  • Support CSO monitoring and oversight of anti-corruption reform through grants.
  • Support international and national consultants and the Open Government Partnership in finalizing the UN Convention Against Corruption self-assessment reports.
  • Support capacity building training of the Parliamentary Anti-Corruption Caucus/Parliamentary group on anti-corruption issues.
  • Undertake provincial travel to coordinate actors in target regions and act as a technical lead for execution of the PACC provincial visits when required.
  • Develop policy and strategic plans for the PACC/ Parliamentary group.
  • Provide legal advice, written briefs, and research support for PACC/ Parliamentary group.
  • Prepare periodic reports and presentation about progress of work.

Qualifications:

  • Bachelor's or Masters' degree in law, management, or related field required.
  • A minimum of five years related work experience is required, preferably with INGOs.
  • Understanding and knowledge of USAID and USG HR regulations required.
  • Working knowledge of and experience in local labor and legal resources strongly preferred.
  • Previous experience working with an international organization highly desirable.
  • Ability to travel to other provinces required.
  • Fluency in English required.
