Project Summary:

MSI is currently implementing this five-year USAID-funded anti-corruption program in the Asia-Pacific region. The project partners with a wide range of government accountability institutions to prevent corruption and strengthen rule of law systems countrywide. Program activities also include engagement with universities, civil society organizations and think tanks to advance their cooperation with the government in devising anti-corruption strategies and advocacy. To empower the government to act in a more transparent and responsive manner, the project works across various executive branch agencies to define common anti-corruption standards, policies and practices. The program also supports the Supreme Courts data-driven efforts to improve the prosecution and adjudication of corruption cases. Bolstering these reforms, the project works closely with the media to increase public awareness of corruption and intensify demand for greater accountability, and engages universities and think tanks to support corruption prevention advocacy initiatives with reliable data and research. The project also works at the local level to support the monitoring of health sector accountability through engagement with CSOs in several regions. The project began in May 2016 and is currently scheduled to end in May 2021.

Position Summary:

MSI seeks an experienced Chief of Party with technical expertise in anti-corruption and good governance activities and with significant management know-how. This is a full-time position based in the field and contingent upon USAID approval.

Responsibilities:

  • Provide overall technical and operational leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations.

  • Coordinate and provide technical leadership of the work of the technical program teams, perform quality control and ensure appropriate collaboration across all teams.

  • Oversee fulfillment of all contract delivery requirements including all reports.

  • Manage and supervise the work of project personnel, subcontractors, and grantees to achieve project objectives and targets, and ensure timely implementation

  • Provide technical assistance to the national and local governments and CSOs on anticorruption and good governance reforms.

  • Oversee internal management of the project including the budget and performance monitoring and evaluation.

  • Serve as principal liaison with USAID, host country government, counterparts, beneficiaries, and donors. Develop and maintain strong working relationships with them.

Qualifications:

  • Masters degree in public administration, international relations, political science, law or a related field.

  • At least ten (10) years experience working in project management in developing countries and demonstrated management and leadership skills. Prior experience as Chief of Party for international donor projects preferred.

  • Technical expertise and experience in designing and implementing anti-corruption/good governance reforms and technical solutions.

  • Experience in the Asia-Pacific region is preferred.

  • Demonstrated strong leadership, management, resourcefulness, and integrity.

  • Fluency in English (speaking, writing, and reading) is required; proficiency in local languages strongly preferred.
