Project Summary:

CEGAH is a 5-year USAID-funded accountability and integrity program that works with a wide range of governmental and non-governmental agencies in the Asia Pacific region. The program runs between 2016 and 2021. The project is implemented by Management Systems International (MSI).

Background:

The internal accountability community in the Asia Pacific region is diverse and represented by many agencies, befitting a complex and vast nation. Preventing corruption will primarily be up to the internal control bodies at each of the agencies.

USAID CEGAH has provided extensive capacity building support to several ministries' and agencies' internal accountability bodies over the last few years, both under CEGAH and also SIAP 1. In light of the shifting political environment that accompanied the swearing in of the new presidential and parliamentary terms, CEGAH is seeking to take a step back and determine overall policy and capacity building needs through an external review.

The objective of the research is to identify the policy and capacity building needs of the internal accountability community over the next five years.

Scope of Work:

Assessment activities will include both desk research and interviews with GOI representatives on the following issues:

  • Policy and legislative framework: what is the existing legislative framework for internal controls, including typology of internal control bodies in government and state owned enterprises, their respective authorities; and what is the existing future design being proposed by several agencies (MenPAN representing the executive branch of government, Baleg DPR, BAKN DPR, and universities);
  • Political environment: map political environment, supporters and opponents of draft legislation on SPIP/internal monitoring and provide recommendations on its passage;
  • Capacity building efforts: review capacity building efforts currently in place and compare to stated needs among the IG community to identify potential opportunities for CEGAH engagement.

The advisor is expected to:

  • Provide international expertise on the development of the IG community, especially in regards to authorities and independence of IGs;
  • Share best practices on IG management and performance audits, with a special focus on infrastructure programs;
  • Prepare recommendations on improvement of the IG community.

Deliverables:

Presentations on:

  • IG best practices
  • Conducting performance audits in infrastructure programs
  • Recommendations on strengthening the IG community

Qualifications:

  • At least 10 years of senior management experience running an inspectorate or IG
  • At least 10 years of performance audit experience
  • Expertise in infrastructure auditing preferred
