Proposal Summary:**
MSI will conduct a nationwide survey in Samoa for assessing the levels of school readiness in children of pre-school age using the Early Human Capability Index (eHCI) instrument. The survey intents to assess all children of age 3-5 in Samoa. It will be conducted between January and June, 2016 in collaboration with Ministry of Education, Sport and Culture (MESC) and the World Bank.

Position Summary:
MSI will contract one Survey Coordinator to gather information about Early Childhood Education Centers (ECECs) located across Samoa, participate in training of the enumerators, oversee and ensure the quality of the data collection during the survey, and maintain effective communication with the MESC and other stakeholders including Ministry of Health, National Council of Preschools, local government, preschool providers, and village heads. The Survey Coordinator will provide ongoing support to coordinate and oversee data collection plans and data entry. He/She will be overall responsible for developing plans for ECEC and community visits in each of the survey location in collaboration with MSI''s team. He/She will support the enumerators by troubleshooting any impediments to ECEC and community access including, but not limited to, communication with and support from MESC education officials at all levels, transportation, and logistics.
MSI will contract the Survey Coordinator for approximately six months during the period from January to June, 2016. The Survey Coordinator may be required to travel throughout Samoa.
Responsibilities:
- Collect and compile lists of ECD centers and pre-primary education providers located across Samoa.
- Create ECEC and community visit plan in each survey location, to include routes and mapping.
- Develop and manage survey schedule to ensure data collection is completed on time.
- Communicate with the MESC, local government, preschool providers, and village heads to obtain approval for the study in selected locations.
- Troubleshoot with enumerators'' problems with access to centers and schools, and logistics (transportation and lodging).
- Act as lead communicator and coordinator with the enumerators for data collection, particularly with regard to the quality of the data, behavior of team members and any transportation and logistical issues that may arise.
- Arrange logistics to carry out dissemination workshops.
Qualifications:
- Master''s degree preferred.
- A minimum of 5 years of experience as a supervisor or a coordinator for data collection required.
- Managerial experience with data collection and monitoring/evaluation activities.
- Experience with survey instrument development preferred.
- Experience with preprimary and primary education policy in Samoa.
- Reading, speaking and writing fluency in English required.
