Project Summary:**

The U.S. Agency for International Development (USAID)/Kenya has requested KSP to conduct a final performance evaluation of its Peace Initiative Kenya (PIK). The purpose of this evaluation is to review the performance of PIK against stated objectives and expected results as laid out in the project contractual documents; but focusing on the success and effectiveness of the design, partnership and sustainability of PIK interventions; provide lessons for USAID/Kenya future Gender Based Violence (GBV) activities and lastly inform mission management on how to strategically address GBV through multiple complementary approaches.

Please note: Only Kenyan citizens are eligible for this position.

Position Summary:

Under this task order, the Sector Expert shall work on the PIK final performance evaluation including a desk review of all relevant project documents (e.g. the activity description, quarterly and annual reports, etc.), field based data collection, data analysis and participate in report writing. The period of performance of this task order is estimated to be from early-January to mid-March 2016, including six to eight weeks of field work approximately from early-January to mid-February 2016.

Responsibilities:

  • The main objective of this final performance evaluation is to provide USAID/Kenya mission management information on how to strategically address GBV through multiple complementary approaches in the design of future GBV activities. To achieve this, the Sector Expert will:
  • Work with the evaluation team lead on all aspects of study planning and execution.
  • Collaborate on the finalization of the evaluation design and sampling strategy.
  • Participate in the development of the data collection instruments.
  • Participate in the desk review of relevant documents, qualitative data collection and analysis;
  • Participate in the study validation and presentation to the partner ((International Rescue Committee).
  • Participate in the study validation and presentation to the client (USAID).
  • Participate in the report writing based on the approved standards and guidelines for USAID
  • evaluations.

Qualifications:

  • Advanced degree in Gender and Development, Social Science, International Development, and/or law.
  • Expert knowledge and at least 5 years of experience in gender research models focused on gender-based violence, women peace and security etc.
  • Expert Knowledge in conducting external performance evaluations preferred.
  • Prior USAID evaluation experience; evaluation design experience, including the selection of appropriate data collection methods on a question specific basis and development of a detailed data analysis plan; basic social science research skills including basic statistics, strong data visualization skills consistent with USAID expectations; familiarity with and ability to apply a range of data collection methodologies covered by USAID TIPS. Field experience that includes at least some, but not necessarily all of the following:
  • Quantitative research including design of tools, specifically development of structured and semi-structured interview and/or observation instruments.
  • Qualitative research including design of tools, specifically development of structured and semi-structured interview and/or observation instruments.
  • Qualitative research experience, particularly in conducting structured and semi-structured individual and group interviews and/or focus groups, including the creation of written instruments and transcripts for same; content analysis and other techniques for coding and transforming group/open-ended data into analyzed information; qualitative data analysis software (MAXQDA or alternative) and/or case study documentation experience; transformation of qualitative data into a quantitative form that can be merged with other quantitative data in a mixed methods analysis.
  • Superior writing ability, including evidence of an ability to structure evaluation reports in-line with USAID expectations and in a way that logically and transparently lays out empirical findings, conclusions, and recommendations.
