Project Summary:
USAID's Development Outreach and Communications Training Program contributes to efforts to raise understanding and awareness of U.S. foreign assistance abroad. MSI has worked with USAID on this program for the last nine years, developing more than a dozen strategic communications modules, conducting more than 25 overseas and D.C.-based trainings and helping to support USAID's network of in-country communications officers in their efforts to convey the impact of U.S. foreign assistance to host country audiences.

Position Summary:
MSI is seeking a mid- to senior-level Strategic Communications Program Manager to support the USAID Development Outreach and Communications Training (DOC) Program, which is implemented by the Bureau for Legislative and Public Affairs (LPA). The individual will be responsible for day-to-day coordination of the program, in coordination with a small team and under the leadership direction of the Technical Director (MSI) and LPA, to train and backstop a global network of 150 external communications officers based in more than 80 countries.
S/he will be responsible for detailed design and implementation of training conferences, online training materials, and managing the community of practice through digital and traditional means. A key area of focus is training USAID's network of communications specialists in strategy design, implementation, and measurement and evaluation, as well as innovative communications approaches in the developing world, including the use of social media.
The position is based in Washington, D.C., with occasional overseas travel to support a minimum of 3 DOC training conferences and other communications efforts as necessary.
Responsibilities:
- Provide strategic direction for DOC program goals and objectives.
- Work with the project team and USAID staff to develop training curriculum and implement trainings for USAID's communications professionals.
- Serve on a team of communications trainers and facilitators, particularly in the area of strategic planning, execution and measurement and evaluation of in-country messaging, communications and outreach (approaches include but are not limited to publications and other writing products, paid advertising, media relations, social media, and event planning and management).
- Deliver guidance on USAID communications priorities, including messaging, as requested by USAID.
- Develop communications materials for the DOC program, including fact sheets, the monthly e-newsletter, one pagers and talking points.
- Provide daily guidance to and backstopping for information requests from USAID's worldwide communications specialists.
- Provide strategic counsel in the development of in-country communications plans, as requested by USAID missions.
- Liaise with LPA bureau communications personnel and other USAID Bureaus on communications activities and key events; including through weekly Strategic Communications Group meeting
- Provide additional communications support to field missions as requested.
- Report to MSI's Technical Director for the project and liaises with USAID's Deputy Assistant Administrator for LPA Bureau.
Qualifications:
- Degree in communications, public relations, journalism or a related field.
- At least 8 years of experience in the field of communications.
- Extensive working knowledge of international development communications outreach initiatives; previous experience working directly for USAID or for a USAID contractor in the field of communications highly preferred.
- Familiarity with USAID in-country communications channels, including websites and social media, highly preferred.
- Previous experience creating and implementing strategic communications strategies;
- High level of competence in writing and editing written materials.
- Ability to adapt strategic communications principles to a wide variety of external communications challenges.
- Experience with curriculum development/training design highly desirable; previous training experience desirable.
- Experience working with PowerPoint, database management Google Drive and web-based programs;
- Experience using mixed media including television, radio and print as well as the web, video and social media preferred.
- Ability to work in a small team environment and meet deadlines.
- Ability to obtain USAID facilities clearance.
- Ability to travel overseas at least 3 times per year.
- Experience with in-country development communications preferred.
